Job Posting Organization: The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. The organization is tasked with delivering technical assistance to the Organization of American States (OAS). The office is located in Santo Domingo, where it coordinates its operations and human resources functions.
Job Overview: The Human Resources Assistant, FS-5 position is a temporary role within the United Nations Support Office in Haiti (UNSOH). The incumbent will be responsible for a wide range of human resources functions, including recruitment and onboarding of new staff members, advising staff on conditions of service, processing HR transactions, and contributing to performance management and staff development initiatives. The role is critical during the start-up phase of UNSOH, with a primary focus on processing transactions and onboarding activities. The incumbent will work closely with the Chief of Operations and Resources Management and report directly to a Human Resources Officer, ensuring that all HR functions align with the organization's policies and procedures.
Duties and Responsibilities: The Human Resources Assistant will perform various duties, including: processing and approving all HR transactions, reviewing grievances related to entitlements and benefits, providing advice to staff on policies, administering salaries and benefits, inducting new staff members, assisting in recruitment processes, maintaining job opening files, preparing recruitment status reports, advising on performance management, supporting mission planning and budget preparation, monitoring staffing costs, updating HRIS systems, and preparing monthly staffing reports. The role also involves researching HR matters, drafting correspondence, and assisting in policy formulation related to human resources management.
Required Qualifications: Candidates must possess a high-school diploma or equivalent, with a Technical or Vocational Certificate in human resources management, business administration, social sciences, or a related field being highly desirable. Extensive training in the UN's human resources management practices and proficiency in databases and ERP systems are also required. The ideal candidate should demonstrate a strong understanding of HR policies and procedures, with the ability to interpret and apply them effectively in an organizational context.
Educational Background: A high-school diploma or equivalent is required for this position. Additionally, a Technical or Vocational Certificate and/or training in human resources management, business or public administration, social sciences, education, or a related field is necessary. This educational background will provide the foundational knowledge needed to navigate the complexities of human resources within the UN framework.
Experience: Candidates should have at least eight (8) years of progressively responsible experience in human resources management, administration, or a related area. Experience in processing transactions using enterprise resource planning (ERP) systems, such as Umoja or other HR platforms, is essential. Furthermore, applicants must have experience applying UN Staff Rules and Regulations, particularly those related to recruitment, selection, and placement, as well as experience supporting recruitment in peacekeeping or special political missions.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Spanish is considered desirable, also at UN Level II proficiency. The ability to communicate effectively in both languages will enhance the candidate's ability to perform in a multicultural environment and engage with diverse stakeholders.
