Job Posting Organization: The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. The organization is tasked with delivering technical assistance to the Organization of American States (OAS). Job Overview: The Human Resources Officer at the P-3 level is responsible for a wide range of human resources management functions within the United Nations Support Office in Haiti. This includes supervising a team of HR Partners and managing various HR transactions for UNSOH staff. The officer will advise on and apply the Organization’s staff rules and regulations, oversee recruitment and selection processes, manage performance evaluations, and ensure the administration of entitlements and benefits. The role requires a proactive approach to human resources planning and management, with a focus on compliance with internal procedures and processes. The incumbent will work closely with the Chief Human Resources Officer and other senior HR personnel to ensure effective human resources management aligned with the mission's objectives.
Duties and Responsibilities: The Human Resources Officer will be responsible for monitoring vacant posts, contributing to recruitment strategies, conducting interviews, and reviewing job openings in consultation with hiring managers. The officer will also advise on the development and implementation of policies related to entitlements and benefits, provide guidance on HR matters, and assist in the planning and budgeting processes for staffing requirements. Additionally, the officer will support performance management initiatives, facilitate staff development programs, and contribute to the administration of justice within the organization. The role involves liaising with various stakeholders, including staff unions, to address HR-related issues and ensure effective communication and collaboration across the mission.
Required Qualifications: Candidates must possess a minimum of five years of progressively responsible experience in human resources management or administration. They should have demonstrated experience in overseeing transactional processes within an Enterprise Resource Planning (ERP) system, ensuring compliance with internal controls, and managing the contracting of individual contractors. Strong analytical skills, attention to detail, and the ability to work collaboratively in a multicultural environment are essential. The officer should also have a thorough understanding of UN policies and practices related to human resources management.
Educational Background: An advanced university degree (Master's degree or equivalent) in public or business administration, human resources management, or a related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced degree. This educational background is crucial for understanding the complexities of human resources management within the United Nations framework.
Experience: The position requires a minimum of five years of progressively responsible experience in human resources management, administration, or a related area. Candidates should have experience in managing HR processes, ensuring quality assurance in transactional operations, and collaborating with cross-functional teams to optimize HR systems. Experience in handling the administration of benefits and entitlements, as well as knowledge of performance management systems, is also necessary.
Languages: English and Spanish are mandatory for this position, with both oral and written proficiency required. French is considered desirable. The ability to communicate effectively in these languages is essential for interacting with diverse stakeholders and ensuring clear understanding of HR policies and procedures.
