Job Overview:
The Programme Policy Officer position at WFP is designed to provide critical support to policy and program activities that effectively address food assistance needs. The role involves contributing to the development of projects and processes that align with WFP's broader program policies and guidance. The officer will be responsible for project management support for specific programs, ensuring compliance with WFP standards and procedures. This position requires a proactive approach to data gathering and monitoring, ensuring high-quality standards are maintained. The officer will also engage in research and analysis of policy and operational issues to assist senior colleagues in developing effective policies and programs. The role is integral to preparing accurate reports that inform decision-making and ensure consistency in information shared with stakeholders. The officer will collaborate with internal counterparts to monitor ongoing projects and support the identification and management of partnerships that enhance food assistance packages. Additionally, the role includes capacity building for WFP staff, partners, and national governments to effectively respond to food assistance needs, thereby contributing to the overall mission of WFP.

Duties and Responsibilities:
  • Contribute to the development of a limited number of projects, plans, and processes, ensuring alignment with wider program policies and guidance.
  • Provide project management support to specific and defined programs and projects of small to moderate size that are relatively straightforward in nature, ensuring a coordinated approach with wider programs that comply with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyze policy and operational issues to support senior colleagues in the development of policies, programs, and activities.
  • Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision-making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration and monitor ongoing projects.
  • Support the identification, development, and management of potential partnerships to enhance collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners, and national governments to prepare for and respond to food assistance needs, including project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries. 1
  • Perform other duties as required.

Required Qualifications:
Candidates must possess a minimum of three (3) years of postgraduate experience in data analysis, statistics, and assessments within food security, agriculture, nutrition, GIS, or a closely related area such as health, research, economics, or information management systems. Experience in conducting surveys and multi-sectoral assessments, including design, data collection, and analysis, is fundamental. Candidates should have experience working with technical teams (e.g., nutrition, Vulnerability Analysis) and contributing to program implementation. Familiarity with policy discussions is also required. Advanced experience in statistical analysis and mapping software such as SPSS, STATA, R, SQL, GIS (ArcGIS or QGIS) is essential, along with proficiency in Tableau or MS PowerBI. Proficiency in Python is considered an asset. Experience in designing or implementing capacity strengthening initiatives related to data collection and assessments is also necessary. Candidates should have experience collaborating with national governments, UN agencies, NGOs, and key stakeholders in the area of food security.

Educational Background:
Candidates are required to have an advanced university degree in monitoring and evaluation, food security, information technology, economics, nutrition/health, agriculture, social sciences, or another relevant field. Alternatively, a first university degree with additional years of related work experience and/or relevant trainings or courses may be accepted.

Experience:
The position requires a minimum of three years of relevant and progressive experience in the specified fields. Candidates should demonstrate a solid background in data analysis and program management, with a proven track record of working in humanitarian or development contexts.

Languages:
Fluency in both English and Spanish (oral, written, and spoken) is mandatory for this position. Candidates must demonstrate a high level of proficiency in both languages to effectively communicate and collaborate within the diverse WFP environment.
