Job Overview:
The Assistant Programme Officer will play a crucial role in supporting the implementation of protection and solutions strategies within the UNHCR framework. This position is designed for individuals who are capable of working in a multi-functional team environment and who can coordinate effectively with various stakeholders, including forcibly displaced persons, governmental institutions, and private sector partners. The incumbent will be responsible for providing programmatic guidance and support, ensuring that all activities align with UNHCR's strategic directions and global priorities. The role requires a strong understanding of program management principles and the ability to work collaboratively with other sections and units to ensure a harmonized approach throughout the UNHCR Operations Management Cycle. The Assistant Programme Officer will also be expected to contribute to the development of multi-year protection strategies and annual plans, ensuring that they are in line with corporate priorities and the needs of the communities served.

Duties and Responsibilities:
The duties of the Assistant Programme Officer include assessing and analyzing the needs of forcibly displaced and stateless persons using an Age, Gender and Diversity (AGD) perspective. The incumbent will support the development of multi-year protection and solutions strategies, assist in the planning process in compliance with the Programme Manual, and contribute to the review and analysis of plans and reports from UNHCR offices in the region. The role also involves broadening partnerships with key stakeholders, ensuring consistent monitoring approaches, and actively contributing to the improvement of programming tools and processes. The Assistant Programme Officer will identify potential gaps and recommend solutions, follow up on audit observations, and manage risks effectively. Additionally, the incumbent will perform other related duties as required, demonstrating accountability and adherence to UNHCR's core values.

Required Qualifications:
Candidates must possess a minimum of 1 year of relevant experience with an undergraduate degree, or no experience with a graduate degree, or no experience with a doctorate degree. Essential qualifications include demonstrated experience in program management, familiarity with Results-Based Management, and knowledge of the centrality of protection in programming. Desirable qualifications include experience in coordination within an inter-agency context and sound experience in program management training and capacity building activities. Candidates should also have functional skills in stakeholder management and coordination with implementing partners, as well as proficiency in program management cycles and reporting standards.

Educational Background:
The educational background required for this position includes a degree in Economics, Business Administration, Social Sciences, or a related field. Candidates with advanced degrees such as a Master's or Doctorate are also encouraged to apply, as they may be considered for the position without prior experience. The role requires a solid understanding of program management principles and the ability to apply them effectively in a complex operational environment.

Experience:
The level of experience needed for this position is at least 1 year of relevant experience for candidates with an undergraduate degree. For those with a graduate degree, no prior experience is required, while candidates with a doctorate degree also do not need prior experience. Essential experience includes demonstrated program management capabilities, familiarity with Results-Based Management, and knowledge of the principles of targeting and Joint Needs Assessments. Desirable experience includes coordination within an inter-agency context and sound experience in program management training and capacity building activities.

Languages:
Fluency in English and Spanish is mandatory for this position, with a working knowledge of French considered desirable. For National Professional jobs, knowledge of the local language is also required. Candidates must demonstrate their language proficiency at a minimum of B2 level for the required languages, ensuring effective communication with diverse stakeholders.

This position is a national role offered under a fixed-term contract for an initial period of 1 year. Candidates must be nationals of the Dominican Republic or non-Dominican Republic nationals already residing in the country with valid work and residency permits.
