Job Description
Job Posting Organization:
The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. The office is also tasked with delivering technical assistance to the Organization of American States (OAS). UNSOH operates in a challenging environment and is focused on enhancing security" style="border-bottom: 1px dotted #007bff !important;">security and stability in Haiti. The organization aims to foster peace and security through collaborative efforts with local and international partners.

Job Overview:
The Human Resources Assistant will be responsible for a variety of human resources functions, including recruitment and onboarding of new staff members. The role involves advising staff on conditions of service, entitlements, and benefits, processing related transactions, supporting mission budgets, and contributing to performance management and staff development initiatives. The incumbent will focus on processing transactions and onboarding activities during the start-up phase of UNSOH. This position requires a proactive approach to human resources management and the ability to work collaboratively with various stakeholders to ensure effective HR operations.

Duties and Responsibilities:
The Human Resources Assistant will perform a range of duties including: processing and approving human resources transactions, reviewing grievances related to entitlements and benefits, providing advice on policies and regulations, administering salaries and travel entitlements, inducting new staff, assisting in recruitment processes, maintaining job opening files, preparing recruitment status reports, advising on performance management, supporting mission planning and budget preparation, monitoring staffing costs, and preparing policy papers related to HR management. The role also includes conducting research on justice administration and preparing reports on staffing and post incumbency.

Required Qualifications:
Candidates must possess a high-school diploma or equivalent, with a Technical or Vocational Certificate in human resources management, business administration, social sciences, or a related field being highly desirable. Extensive training in the UN's human resources management practices and skills in databases and HRIS systems is also required. Candidates should demonstrate a strong understanding of HR policies and procedures, as well as the ability to apply them effectively in an organizational context.

Educational Background:
A high-school diploma or equivalent is required, along with a Technical or Vocational Certificate in human resources management, business administration, social sciences, or a related field. Additional training in UN human resources management practices is desirable, as is familiarity with HRIS systems and databases.

Experience:
Candidates must have at least eight years of progressively responsible experience in human resources management, administration, or a related area. Experience with ERP systems such as Umoja or other HR platforms is required, along with a solid understanding of UN Staff Rules and Regulations, particularly those related to recruitment and selection. Experience in supporting recruitment in peacekeeping or special political missions is also essential, as is experience in managing individual contractor and consultant engagements.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Spanish is considered desirable, also at UN Level II proficiency. Candidates should be able to communicate effectively in both languages to fulfill the requirements of the role.
