The project is funded by the Ministry of Interior of the Czech Republic and is implemented by the International Organization for Migration (IOM). The IOM is dedicated to promoting humane and orderly migration for the benefit of all. Established in 1951, IOM has grown to include 173 member states and operates in over 100 countries, focusing on various aspects of migration management, including economic recovery and reintegration initiatives.

Job Overview:
The Consultant for the Economic Recovery and Reintegration Project will play a crucial role in enhancing livelihood opportunities for vulnerable groups in Dnipropetrovska oblast, particularly focusing on those who have spontaneously returned to the area. The primary objective of this position is to facilitate skilling and reskilling opportunities that will aid in the economic reintegration of approximately 90 beneficiaries. The Consultant will be responsible for coordinating with local authorities and institutions, conducting assessments of beneficiaries' needs, and supporting their enrollment in vocational training and internships. This role requires a proactive approach to monitoring the progress of beneficiaries and collecting feedback to ensure the effectiveness of the training programs. Additionally, the Consultant will compile reports detailing the outcomes of the project, including lessons learned and recommendations for future initiatives.

Duties and Responsibilities:
  • Maintain communication with local authorities and relevant institutions in coordination with IOM.
  • Support the pre-identification and registration of potential beneficiaries, ensuring adherence to IOM’s data protection principles.
  • Assist in the selection process of beneficiaries for the project.
  • Conduct initial assessments of beneficiaries’ profiles, career aspirations, and challenges in securing employment.
  • Facilitate beneficiaries' enrollment in vocational courses and paid internships.
  • Monitor and evaluate beneficiaries’ progress in training programs, collecting feedback throughout the process.
  • Gather reports on course completion and the purchase of occupational equipment by beneficiaries.
  • Prepare a comprehensive completion report and presentation that includes lessons learned, success stories, challenges faced, and actionable recommendations for future interventions.
  • Perform additional duties as assigned by IOM.

Required Qualifications:
Candidates must possess a Bachelor's degree or higher in Development Studies, Public Administration, Political Science, Economics, Law, Social Work, or Psychology from an accredited institution. A minimum of three years of relevant work experience is required, particularly in roles that involve working with veterans, their families, and combatants. Candidates should have a solid understanding of the labor market in Ukraine and experience in income generation and employment stimulation programs, as well as inclusive economic empowerment initiatives. Proficiency in data collection methods, especially qualitative approaches such as Key Informant Interviews and Focus Group Discussions, is essential. Strong report writing and analytical skills are also required.

Educational Background:
A Bachelor's degree or higher in a relevant field such as Development Studies, Public Administration, Political Science, Economics, Law, Social Work, or Psychology is mandatory. The degree must be from an accredited institution, ensuring that the candidate has received a quality education that prepares them for the responsibilities of this role.

Experience:
Candidates should have at least three years of relevant work experience, particularly in areas related to economic recovery, reintegration, and working with vulnerable populations such as veterans and their families. Experience in implementing income generation and employment stimulation programs is highly desirable, as is familiarity with the labor market conditions in Ukraine. Previous involvement in data collection and qualitative research methods will be beneficial for this position.

Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication with beneficiaries and local authorities. Knowledge of English is considered an advantage, as it may facilitate communication with international stakeholders and enhance the Consultant's ability to engage with diverse audiences.

Additional Notes:
This position may require travel to various locations within the target Oblast, and the Consultant will be responsible for managing their travel arrangements and associated costs. The role is expected to be full-time, with a focus on delivering results that align with the project's objectives. The Consultant will be evaluated based on specific performance indicators and deliverables outlined in the project timeline.
