Job Overview: The Deputy Response Coordinator will play a crucial role in FHI 360’s integrated humanitarian program in Ukraine, primarily assisting the Country Representative/Response Coordinator in managing all humanitarian activities at the field level. This position requires a strong background in health, as well as knowledge in protection, mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS), and water, sanitation, and hygiene (WASH). The Deputy Response Coordinator will oversee the management of programs, personnel, operations, and external representation, while also being involved in transition planning. The role is based in Dnipro or Kyiv and will necessitate travel throughout Ukraine, including to areas designated as extreme risk. FHI 360 has implemented various mitigation measures to ensure staff safety, and applicants are encouraged to research the location and associated risks before applying. Duties and Responsibilities: The Deputy Response Coordinator will oversee the delivery of technical programs, ensuring that all technical sector leads are supervised and monitored effectively. They will ensure that program quality meets global and national standards and donor requirements. The role involves managing and supervising leads for technical sectors, grants, reporting, and monitoring and evaluation to create a strong foundation for emergency programming. The Deputy Response Coordinator will lead the development and update of overall program workplans, tracking operational activities against these plans. They will also oversee the quality and consistency of programs through on-site monitoring to enhance program effectiveness. Additionally, the Deputy Response Coordinator will represent FHI 360 within in-country humanitarian coordination mechanisms and ensure compliance with FHI 360 policies and procedures throughout the program. They will analyze program implementation to identify opportunities for improvement and innovation, provide leadership and team building, and support the capacity building of national program staff, particularly the Program Coordinator. In terms of operations, the Deputy Response Coordinator will manage and mentor field staff in logistics, administration, and field management, enhancing standard protocols for essential logistics processes, including procurement and supply chain management. They will ensure adherence to country importation and customs regulations, review asset and inventory registries, support regular procurement planning, and manage operations budgets while providing inputs for accurate forecasting. The role also involves providing leadership and team building to support the capacity building of national operations staff, particularly the Operations Manager.
Required Qualifications: Candidates must possess a strong knowledge and application of Core Humanitarian Standards (CHS) and Sphere standards, as well as the Red Cross/NGO Code of Conduct. Experience working with the US Department of State, institutional donors, and the UN is essential. In-depth knowledge of US Department of State policies, procedures, and guidelines is required, along with previous experience in humanitarian health, nutrition, WASH, MHPSS, and protection programs. Strong interpersonal, leadership, and influencing skills are necessary, as well as the ability to interact professionally with culturally and linguistically diverse staff and clients. Excellent written and oral communication skills are required, along with demonstrated sensitivity in diverse, cross-cultural settings. Candidates should have experience in multi-sector project management and implementation, strong organizational skills, and knowledge of humanitarian procurement, budgeting, and supply chain management best practices.
Educational Background: A Bachelor's Degree or its International Equivalent in fields such as Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences, or a related field is required. A Master's or other advanced degree in Public Health is highly preferred, and clinical experience in health is a plus. Certification in project management is also preferred.
Experience: Typically, candidates should have 5 to 8 years of experience leading complex on-site emergency response projects, including oversight of both programs and operations, with at least 3 to 4 years of project management experience. Experience establishing startup operations, projects, or offices in new countries is preferred. Prior work experience in a non-governmental organization (NGO), government agency, or private company with progressive program management experience in humanitarian assistance or related industries is essential.
Languages: Fluency in English is required, while fluency in Ukrainian is considered an advantage. Candidates should possess strong communication skills in both languages to effectively interact with diverse stakeholders.
