Job Overview: The Data Analyst for the Displacement Tracking Matrix (DTM) will play a crucial role in supporting the implementation, coordination, analysis, and reporting of IOM’s DTM assessments. This position is vital for monitoring humanitarian mobility and needs assessments in Ukraine, particularly in the context of ongoing crises. The incumbent will be responsible for assisting with data processing, conducting quality checks, and producing analytical outputs that inform humanitarian preparedness and response efforts. The role requires collaboration with various stakeholders, including the National Officer (Area Coordination), to ensure timely and reliable data flows and analysis. The Data Analyst will also contribute to the development of standard operating procedures (SOPs) and analytical reports, ensuring that all outputs meet IOM procedures and donor requirements. This position demands a proactive approach to data management and a commitment to enhancing the quality and accessibility of information for humanitarian response.
Duties and Responsibilities: The incumbent will be tasked with a comprehensive set of responsibilities, including but not limited to: supporting the implementation and monitoring of data flows for mobility and needs assessments; conducting data collection cleaning, validation, analysis, and preparation for dissemination; contributing to the development and maintenance of SOPs, data dictionaries, and analysis plans; assisting in the preparation of analytical reports and rapid updates such as flash notes and situation overviews; maintaining dashboards and data visualizations; coordinating with OCHA and other partners to align indicators and facilitate the use of DTM data; supporting capacity-building activities for IOM staff and partners; responding to internal and external data requests; refining methodological tools and internal procedures; promoting compliance with IOM’s Data Protection Principles; and preparing project proposals and budgets. The Data Analyst will also support the recruitment and orientation of enumerators and field teams, ensuring quality-check activities are conducted effectively.
Required Qualifications: Candidates must possess a high school diploma with seven years of relevant experience or a Bachelor’s degree in Sociology, Statistics, IT, data science, Political or other Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with five years of relevant professional experience. Additionally, candidates should have experience supporting quantitative data analysis on medium to large datasets, contributing to automated data processing or data-flow routines, and working in humanitarian or development settings. Experience with programs involving migrants, refugees, and other vulnerable groups is advantageous, as is prior work experience with international humanitarian organizations or government institutions in a multicultural environment.
Educational Background: The educational background required for this position includes a high school diploma with extensive relevant experience or a Bachelor’s degree in a related field such as Sociology, Statistics, IT, data science, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. The degree must be from an accredited academic institution, and the candidate should have a strong foundation in data analysis and research methodologies relevant to the humanitarian context.
Experience: The position requires candidates to have a significant level of experience, specifically five years of relevant professional experience if holding a Bachelor’s degree, or seven years if only possessing a high school diploma. Experience should include supporting quantitative data analysis on medium to large datasets, familiarity with automated data processing, and a background in humanitarian or development settings. Candidates with experience working with vulnerable populations, such as migrants and refugees, will be preferred. Additionally, prior experience with international organizations or government institutions in a multicultural environment is highly regarded.
Languages: Fluency in English and Ukrainian is mandatory for all applicants, both oral and written. This requirement ensures effective communication within the team and with external stakeholders, as the role involves significant data reporting and collaboration with various partners in the humanitarian sector.
Additional Notes: This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Ukraine will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
