Job Overview: The coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will play a crucial role in the implementation of a project aimed at reducing social inequalities in São Gonçalo, Brazil, as part of the Periferia Viva Programme. This position requires close collaboration with UN-Habitat’s operational and technical teams and involves working directly in the Ipuca Community. The Technical Coordinator will be responsible for coordinating project activities, ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security guidelines, and engaging with local stakeholders to foster sustainable urban development. The role demands a proactive approach to managing project execution, aligning activities with the agency's quality expectations, and providing technical support for localizing international agreements such as the 2030 Agenda for Sustainable Development. The position is expected to last for five months, during which the Technical Coordinator will oversee the project's progress, manage relationships with local partners, and contribute to knowledge management and communication efforts.
Duties and Responsibilities: The Technical Coordinator will have a comprehensive set of responsibilities, including:
Technically coordinating the actions of the Ipuca Project under the Periferia Viva Programme, ensuring alignment with programme documents and agreements.
Preparing technical documents and reviewing materials produced by the team, consolidating them into cohesive final deliverables.
Overseeing periodic project follow-up activities in collaboration with local partners.
Ensuring that technical activities meet the quality expectations of UN-Habitat and its counterparts.
Gathering inputs for work plans, narrative progress reports, and expenditure status reports.
Preparing Terms of Reference and developing detailed scopes of services for project outputs.
Establishing systems for programme planning, implementation, and monitoring in collaboration with partners.
Anticipating and mitigating risks to the programme.
Maintaining relationships with local partners and ensuring effective communication with various stakeholders. 1
Advocating for knowledge building and communication, documenting the programme implementation process, and coordinating major advocacy campaigns and events. 1
Performing other duties as requested by the supervisor, including completing required training courses.
Required Qualifications: Candidates must possess a postgraduate degree in Architecture and Urbanism, Social Work, Environmental Management, Social Housing, Project Management, Urban Studies, or related fields. Alternatively, candidates with a bachelor's degree in Architecture and Urbanism, Engineering, Social Work, or related fields, along with an additional five years of relevant experience, will also be considered. A minimum of seven years of experience in slum upgrading projects or working with urban communities is required, including at least five years in project coordination, team leadership, and community mobilization. Experience in participatory methodologies, land tenure regularization, social work in slum upgrading, and technical assistance for housing initiatives is essential. Previous experience within the UN System is desirable.
Educational Background: The educational background required for this position includes a postgraduate degree (Lato Sensu or Stricto Sensu) in relevant fields such as Architecture and Urbanism, Social Work, Environmental Management, or related disciplines. A bachelor's degree in Architecture and Urbanism, Engineering, Social Work, or similar fields is mandatory. Candidates with extensive relevant experience may be considered in lieu of formal educational qualifications.
Experience: The position requires a minimum of seven years of experience in slum upgrading projects or working with urban communities, with at least five years in project coordination, team leadership, and community mobilization. Candidates should have experience in participatory methodologies, land tenure regularization, social work in slum upgrading, and technical assistance for housing initiatives. Experience in urban intervention projects focusing on sustainability and resilience is desirable, as is previous experience within the UN System.
Languages: Fluency in Portuguese is required for this position, as it is the primary working language in Brazil. Working knowledge of English and Spanish is desirable, given that English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office.
Additional Notes: The position is based locally in Brazil, and only nationals or external candidates with a permanent visa in Brazil may apply. The contract is for five months, with the possibility of extension subject to funding availability and performance. The consultant will be responsible for their own security and must comply with United Nations security mechanisms. The remuneration will be based on the UNOPS Salary Scale (LICA 4), and travel may be required as part of the role, coordinated and financed by UN-Habitat according to UN travel rules.
