Job Overview:
The Director of Human Rights and Communities Department will play a crucial role in overseeing and managing the implementation of human rights initiatives within the OSCE Mission in Kosovo. This position requires a strong leader who can effectively coordinate activities related to community rights, property rights, law and justice, and local governance. The successful candidate will be responsible for ensuring that the department's objectives align with the overall mission goals, while also managing a team of professionals. The role demands a high level of analytical and problem-solving skills, as well as the ability to communicate effectively with various stakeholders, including local authorities and international organizations. The Director will also be expected to draft reports, facilitate communication among staff, and represent the mission in regional matters, ensuring compliance with established policies and procedures.

Duties and Responsibilities:
The Director will be tasked with a variety of responsibilities, including but not limited to: performing specific tasks related to community rights and human rights concerns; coordinating the implementation of tasks from Mission Headquarters; drafting and compiling reports on departmental activities; managing staff capacity and deadlines; facilitating communication among staff categories; advising Mission management on activities and implications within the Regional Centre; liaising with local and international authorities; ensuring compliance with safety and security policies; supervising contextual and political reporting; and performing other duties as assigned. The role requires a proactive approach to leadership and the ability to navigate complex political environments effectively.

Required Qualifications:
Candidates must possess proven leadership qualities and significant experience in managing offices and staff, preferably in senior-level positions. A strong background in diplomatic, civil service, non-governmental organizations, or international organizations is essential. Additionally, candidates should have experience in results-based project management, including budgetary responsibilities, and a sound knowledge of international and regional human rights standards. The ability to establish effective working relationships with diverse cultural and religious backgrounds is crucial, along with strong analytical skills and the capacity to work under pressure.

Educational Background:
A second-level university degree in political sciences, international relations, public policy, or human rights-related fields is required. Candidates with a first-level university degree in a relevant field combined with at least two years of additional qualifying experience may also be considered. Certification in a relevant training course is desirable, enhancing the candidate's qualifications for the role.

Experience:
A minimum of six years of relevant, diversified, and progressively responsible professional experience is required, including at least three years of managing medium- to large-sized teams. This experience should encompass work in environments that require strong leadership and management skills, particularly in the context of human rights and community issues.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of local languages is considered desirable, as it can enhance communication and relationship-building within the community.

Additional Notes:
This position is classified as an international secondment, with a contract type of fixed term. The job level is categorized as middle management, and it is a full-time role.
