  • This position is focused on enhancing Mozambique's capacity for outbreak preparedness and response, particularly in strengthening laboratory and detection capabilities. The expert will be responsible for providing technical guidance on Global Health Security activities, leading project implementation, and ensuring that all activities align with established work plans. The role requires a strong analytical mindset to evaluate complex situations and make informed decisions, as well as the ability to engage and coordinate with international experts to complement local efforts. The expert will oversee project timelines and budgets, assist in developing donor reports, and ensure that project activities are executed effectively and efficiently.

Duties and Responsibilities:
The duties and responsibilities of the Global Health Security Expert include providing technical leadership in Global Health Security activities, managing complex project components, and ensuring adherence to best practices in the industry. The expert will be responsible for designing and implementing project plans, liaising with the Ministry of Health to oversee daily technical and operational activities, and supervising junior staff and subcontractors. Additionally, the expert will develop training programs, coordinate with partners, and ensure that technical deliverables meet client and funder obligations. Specific responsibilities also include strengthening animal health programs, supporting antimicrobial resistance initiatives, enhancing health emergency response systems, and conducting outbreak response activities. The expert will engage in capacity building, training, and supervision of local staff, and will be involved in quality assurance to improve project efficiency and effectiveness.

Required Qualifications:
Candidates for the Global Health Security Expert position must possess proven expertise in at least two of the following areas: disease surveillance, outbreak response, and national laboratory systems. They should have experience in developing and contextualizing global health security policies and frameworks into practical strategies at the country level. Strong interpersonal skills are essential for leading multidisciplinary teams and motivating government counterparts. The ideal candidate will demonstrate the ability to oversee technical contributions from various domains, ensuring coherence in project delivery, and will have a solid understanding of operational processes and procedures in the health sector.

Educational Background:
A relevant educational background is required for this position, typically including a degree in public health, epidemiology, or a related field. Advanced degrees such as a Master's or Doctorate may be preferred, particularly for candidates with extensive experience in global health security or related areas. Continuous professional development and training in relevant technical areas will also be beneficial.

Experience:
The position requires significant experience in global health security, with a focus on outbreak preparedness and response. Candidates should have a proven track record of managing complex health projects, ideally in a developing country context. Experience working with government health agencies and international organizations is highly desirable, as is familiarity with the specific challenges and opportunities in Mozambique's health landscape.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Portuguese or other local languages is highly desirable, as it will facilitate communication with local stakeholders and enhance project implementation.
