This position focuses on enhancing Mozambique's outbreak preparedness and response capabilities, particularly in strengthening laboratory and detection systems. The officer will work to develop and enhance surveillance systems that are vital for preventing, detecting, and responding to emerging and re-emerging diseases. This role is essential for building a resilient public health infrastructure that can effectively manage health threats at both national and sub-national levels. The officer will support the integration of surveillance efforts with risk communication and emergency response functions, ensuring a coordinated approach to public health emergencies.
Duties and Responsibilities: The Senior Technical Officer will be responsible for a variety of tasks, including supporting the technical aspects of the EpiC GHS Mozambique project in surveillance, collaborating with health authorities and partners to design and implement surveillance system strengthening activities, and serving as the in-country focal point for surveillance components of the project. The officer will lead the planning, implementation, monitoring, and evaluation of outbreak-focused surveillance activities, provide technical assistance and mentoring to enhance surveillance readiness, and identify operational bottlenecks to improve reporting and response to health threats. Additionally, the officer will review and adapt existing surveillance tools, provide technical guidance for managing Health Management Information Systems, represent the project in national technical working groups, and contribute to project reports and documentation.
Required Qualifications: Candidates must possess familiarity with infectious disease surveillance concepts and the ability to apply technical knowledge effectively. They should have experience supporting decision-makers in using surveillance data, awareness of Global Health Security Agenda strategies, and comfort with digital health platforms. Strong organizational, analytical, and project management skills are essential, along with the ability to influence and collaborate with diverse stakeholders. Proficiency in Microsoft Office Suite and the ability to analyze and interpret data are also required.
Educational Background: A Master’s Degree or its international equivalent in Health, Research, Public Health, Data Science, Education, or a related field is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing complex projects effectively.
Experience: Candidates should have a minimum of 6 years of relevant experience, including prior work in NGOs, government agencies, or private organizations. Experience in capacity-strengthening initiatives, implementing field-based surveillance methodologies, and supporting government staff in data interpretation and decision-making is crucial. Proven effectiveness in coaching and mentoring for data use, as well as experience working with government counterparts at various levels, is highly valued.
Languages: Fluency in English and Portuguese is mandatory, as the role requires effective communication with local and international stakeholders. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations.
