Job Overview: The Procurement Specialist position is crucial for the Eastern and Southern Africa (AFE) Region's Procurement Unit, which is decentralized and operates from over 20 country offices. The role involves providing technical fiduciary advice on procurement activities, engaging in policy dialogue to enhance procurement systems in client countries, and supporting clients in achieving value for money (VFM) in public procurement. The Procurement Specialist will work closely with the Procurement Team Leader in Maputo and report to the AFE Accredited Practice Manager in Pretoria. The position requires a proactive approach to developing effective procurement strategies, conducting market research, and preparing procurement plans. The specialist will also participate in missions, develop training modules, and provide hands-on support to borrowers in preparing bidding documents and procurement strategies.
Duties and Responsibilities: The Procurement Specialist will be responsible for a variety of tasks, including:
Providing technical fiduciary advice on procurement activities and engaging in policy dialogue to strengthen procurement systems in client countries.
Supporting clients in achieving value for money (VFM) in public procurement to enhance service delivery and development outcomes with integrity.
Utilizing analytical tools to understand relevant procurement markets and define effective procurement strategies.
Assisting borrowers in conducting market research and early market engagement to develop optimal procurement approaches and plans.
Participating in missions and addressing complex policy and operational issues in procurement.
Preparing and commenting on draft operational directives and policy papers, as well as producing major reports.
Developing and executing training modules on complex procurement topics.
Providing hands-on support to borrowers in preparing bidding documents and procurement strategies.
Participating in capacity-building activities and interacting with various stakeholders, including management, government officials, and procurement specialists.
Required Qualifications: Candidates must possess a Master’s degree in a relevant field such as business administration, engineering, commerce, law, or procurement. Additionally, a minimum of 5 years of relevant experience in public procurement, particularly in donor or MDB financed project procurement, is required. Candidates should have a strong understanding of international procurement concepts and practices, including VFM, sustainable procurement, strategic sourcing, and contract management. The ability to work effectively in a multi-cultural environment and build strong relationships with clients and colleagues is essential. High levels of integrity and excellent command of both English and Portuguese are mandatory. Knowledge of procurement reforms in Mozambique and familiarity with public procurement systems are also important.
Educational Background: A Master’s degree in a relevant field is required for this position. Relevant fields may include business administration, engineering, commerce, law, or procurement.
