Job Overview:
The Logistics and Administrative Support Officer will be part of the Country Management Support Unit (CSU) and will provide essential logistics and administrative support to ensure compliance with WHO rules and regulations. The incumbent will assist managers and staff in performing transactions related to the Global Management System (GSM) and Business Management System (BMS). This role requires a proactive approach to managing logistics operations, including the import and export of goods, office transport services, fuel management, and warehouse management. The officer will work under the supervision of the Procurement Officer and will be expected to operate with minimal supervision, demonstrating initiative and problem-solving skills in a complex work environment.

Duties and Responsibilities:
  • Initiate import and export formalities for all WHO goods, including equipment, materials, consumables, and medicines.
  • Request exemptions from customs duties and related taxes on WHO goods.
  • Generate and submit monthly reports on imports and exports.
  • Supervise drivers and organize office transport services.
  • Manage the online tracking system for vehicles.
  • Prepare and submit monthly reports on transport services.
  • Prepare procurement requests for fuel for office vehicles and generators.
  • Generate and submit monthly fuel consumption reports.
  • Maintain up-to-date records of all WHO warehouses. 1
  • Prepare and submit monthly reports on WHO stock in BMS. 1
  • Ensure the WHO office is clean and well-maintained, managing cleaning, plumbing, electricity, and water services. 1
  • Maintain records of all WHO fixed assets and supervise physical verification of these assets. 1
  • Generate quarterly reports on fixed assets and manage their barcoding in the GSM. 1
  • Provide guidance on the disposal of non-functional equipment. 1
  • Prepare and submit procurement processes for logistics-related goods and services. 1
  • Provide logistics support for upcoming requirements as needed. 1
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
Essential qualifications include completion of secondary education or equivalent technical training in Logistics, Procurement, IT, Accounting, Engineering, or Asset Management. Desirable qualifications include a university degree in Logistics, Procurement, IT, Engineering, or Management studies. Candidates should possess strong organizational skills, the ability to work independently, and a good understanding of operations and logistics in a complex environment.

Educational Background:
Candidates must have completed secondary education or equivalent technical training in relevant fields such as Logistics, Procurement, IT, Accounting, Engineering, or Asset Management. A university degree in a related field is desirable and will enhance the candidate's profile.

Experience:
Candidates should have at least five years of working experience in complex logistics and procurement operations, preferably within the UN system or an international organization. Experience in inventory and warehouse management is also desirable, with a focus on managing diverse work environments.

Languages:
Essential language skills include excellent knowledge of Portuguese. Desirable skills include working knowledge of English or French, which would be beneficial in a multilingual work environment.

Additional Notes:
The position is full-time and may involve international recruitment. The remuneration for this position starts at an annual base salary of USD 26,625, subject to mandatory deductions for pension contributions and health insurance. Additional benefits include 30 days of annual leave and allowances for dependent family members.
