Job Overview:
The Programme Analyst – Gender & Diversity will play a crucial role in mainstreaming gender equality and women's empowerment within the UNDP Country Office (CO) in Mozambique. Reporting directly to the Resident Representative and working closely with the Deputy Resident Representative (Programme), the incumbent will provide substantive advice and support in policy development, capacity building, and strategic planning for new program areas. The role involves ensuring that UNDP's initiatives align with national policies and priorities, particularly regarding gender inclusion and the empowerment of vulnerable groups. The Programme Analyst will also coordinate with various stakeholders, including other UN agencies and civil society organizations, to enhance the impact of development interventions and ensure a collaborative approach across the office.

Duties and Responsibilities:
  • Provide advice and support to UNDP management, programmes, and projects to achieve results related to gender issues and statistical data analysis. This includes preparing high-quality reports and analyses, advising on UNDP support areas, and developing new gender-related portfolios.
  • Manage the gender programme and specific portfolio, ensuring quality control throughout the programming cycle, and monitor political, economic, and social trends affecting women's rights.
  • Engage in advocacy and partnership building to promote gender equality and women's human rights, maintaining relationships with UNDP partners and initiating strategic advocacy activities.
  • Facilitate knowledge building and sharing within the organization, organizing training on gender advancement and monitoring the implementation of the CO Gender Equality Strategy.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in fields such as Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. The role requires a minimum of 2 years of relevant experience with a master's degree or 4 years with a bachelor's degree, focusing on management advisory services, design, monitoring, and evaluation of gender mainstreaming in development portfolios. Experience in international development organizations and advocacy for gender equality is highly desirable, along with strong interpersonal and communication skills.

Educational Background:
An advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field is required. A first-level university degree (bachelor’s degree) in a relevant field, combined with two years of qualifying experience, will also be considered. This educational background is essential for understanding the complexities of gender issues and development policies.

Experience:
The position requires a minimum of 2 years of relevant experience at the national and/or international level in providing management advisory services, with hands-on experience in design, monitoring, and evaluation of gender mainstreaming in development portfolios and projects. Candidates should have progressively responsible experience in international development organizations, bilateral development agencies, or international NGOs, demonstrating the ability to work effectively in multi-disciplinary and multi-cultural teams.

Languages:
Fluency in English is mandatory, as it is the working language of UNDP. Additionally, fluency in Portuguese, the national language of Mozambique, is required for local staff to ensure effective communication and collaboration with local partners and stakeholders.

Additional Notes:
This position is a fixed-term appointment, and candidates should be aware that continuation beyond the initial 12 months is contingent upon successful completion of a probationary period.
