Job Overview: The Technical Specialist, Health Financing will play a crucial role in providing subject matter expertise in the areas of Social Health Insurance (SHI) transition for tuberculosis (TB) and human immunodeficiency virus (HIV) services. This position is essential for supporting the project and the Government of Vietnam (GVN) in achieving its health objectives. The specialist will actively engage in implementing project activities, providing technical assistance to the Ministry of Health (MOH) and related stakeholders. The role involves contributing to the development of in-country capacity for managing HIV and TB programs, utilizing various capacity strengthening techniques and approaches in collaboration with technical leads. The specialist will also support the integration of TB/HIV treatment facilities into SHI in project-supported provinces and other areas as necessary, ensuring eligibility for SHI contracting and reimbursement. Monitoring and addressing issues related to SHI implementation and the transition of HIV and TB services will be a key responsibility, along with documenting and reporting on technical strategies and results to ensure alignment with project objectives. The Technical Specialist will also be responsible for producing quality deliverables, including reports, work plans, budgets, and publications, while coordinating with both international and local subcontractors to ensure technical soundness and appropriateness of all activities and outputs.
Duties and Responsibilities:
Provide subject matter expertise in SHI transition for TB and HIV services.
Implement project activities and provide technical assistance to MOH agencies and stakeholders.
Contribute to strengthening the GVN's capacity to manage a holistic HIV and TB program.
Support the development of in-country capacity for HIV and TB program management.
Assist in the integration of TB/HIV treatment facilities into SHI in project-supported provinces.
Monitor and address issues in SHI implementation and transition of HIV and TB services.
Document and report on technical strategies, activities, and results.
Produce quality deliverables such as quarterly and annual reports, work plans, budgets, and technical reports.
Coordinate with international and local subcontractors to ensure technical soundness of activities. 1
Engage with various stakeholders, including government counterparts, donors, and NGOs, to facilitate effective program implementation.
Required Qualifications:
A master's degree in social science, public health, or a related field.
At least 5 to 7 years of relevant work experience, particularly in HIV and TB programs.
Knowledge of Social Health Insurance (SHI) issues and key stakeholders in Vietnam.
Experience working with the Ministry of Health (MOH) and Vietnam Social security" style="border-bottom: 1px dotted #007bff !important;">Security (VSS) is highly desirable.
Demonstrated ability to work effectively with government counterparts and coordinate with various actors.
Educational Background: Candidates must possess a master's degree in social science, public health, or a related field. This educational background is essential for understanding the complexities of health financing and program management in the context of HIV and TB services.
Experience: The position requires a minimum of 5 to 7 years of relevant work experience, with a strong preference for candidates who have direct experience in HIV and TB program management. Familiarity with Social Health Insurance (SHI) and experience working with government health agencies will be considered advantageous.
Languages: Fluency in both English and Vietnamese is mandatory, with strong oral and written communication skills required. Proficiency in additional languages may be considered a plus but is not mandatory for this position.
