Job Overview: The (Senior) Technical Officer for Health Information Systems (HIS) will be pivotal in enhancing the Health Information System for HIV and TB programs in Vietnam. This role involves ensuring the effective operation, maintenance, and utilization of health data systems that are crucial for patient management, program monitoring, and data-driven decision-making. The officer will collaborate closely with government partners, software developers, and project teams to ensure that health program data is fully integrated into national digital health platforms. The position emphasizes the importance of high-quality data for program improvement and will require the officer to engage in various activities such as system development, technical translation of program needs, data quality assurance, capacity building, and stakeholder engagement. The officer will also represent the project in various technical forums and promote the use of data for informed decision-making at multiple levels.
Duties and Responsibilities: The (Senior) Technical Officer will have a comprehensive set of responsibilities including:
Collaborating with government partners and software developers to support the development and integration of TB and HIV data within national health information systems.
Translating programmatic and reporting needs into system specifications and data standards, ensuring proper implementation with software developers.
Conducting data quality assessments and troubleshooting discrepancies to enhance data quality in TB and HIV information systems.
Designing and delivering training for health facilities and provincial staff on system use, data quality assurance, and data-driven decision-making.
Serving as the primary contact for government counterparts on TB and HIV, fostering collaboration and national ownership.
Representing the project in technical working groups, coordination meetings, workshops, and field trips.
Promoting the use of routine TB and HIV data for program review and evidence-based decision-making at various levels.
Cultivating strong working relationships across FHI 360 programs and units, government institutions, and other stakeholders, providing technical support as needed.
Performing other relevant tasks as assigned to advance project objectives and outcomes.
Required Qualifications: Candidates must possess a Bachelor’s degree in Health Information Systems, public health, or related fields, with a minimum of two years of relevant working experience. A Master’s degree is preferred. Candidates should have at least three years of experience in HIS activities, including developing systems and tools for data collection, analysis, and presentation. Knowledge and experience in TB and HIV program reporting requirements are considered an asset. Candidates should demonstrate the ability to work effectively with project staff, implementing agencies, government counterparts, and donor agencies. Strong organizational skills, attention to detail, and the ability to work under pressure while meeting deadlines are essential. Well-developed written and oral communication skills in both Vietnamese and English are required, along with the ability to travel as necessary.
Educational Background: The position requires a Bachelor’s degree in Health Information Systems, public health, or a related field. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in health information systems and public health initiatives.
Experience: The ideal candidate should have at least two years of relevant working experience in health information systems, with a strong preference for those who have three years of experience specifically in HIS activities.
