Job Overview:
The Technical Specialist, Supply Chain position at FHI 360 Vietnam is designed for a qualified and motivated Vietnamese candidate who will provide subject matter expertise to support the government in developing and implementing policies and mechanisms that address key procurement challenges for HIV and TB commodities. The role involves contributing to the strengthening of the government’s capacity in supply chain management and procurement, particularly in relation to HIV/AIDS and TB commodities. The specialist will be responsible for managing the implementation of activities that enhance supply chain management capabilities, ensuring that these activities align with ongoing projects and government initiatives. The position requires collaboration with various stakeholders, including government agencies, international and local subcontractors, and project staff, to ensure that all activities are technically sound and meet project objectives. The specialist will also be tasked with producing quality deliverables such as reports, work plans, and budgets, and will play a crucial role in documenting and reporting technical strategies and results.

Duties and Responsibilities:
The duties and responsibilities of the Technical Specialist, Supply Chain include:
  • Providing subject matter expertise to support the government in developing and implementing procurement policies for HIV and TB commodities.
  • Contributing to the implementation of activities aimed at strengthening the government’s capacity in supply chain management and procurement.
  • Supporting the Ministry of Health in enabling market openness for HIV and TB commodities.
  • Developing and implementing annual procurement and supply plans for HIV/AIDS and TB commodities.
  • Managing the implementation of activities to strengthen supply chain management capabilities for ARV and TB medicines procured using the Social Health Insurance (SHI) fund.
  • Ensuring coordination of supply chain management activities with ongoing projects and government activities.
  • Supporting the development of in-country capacity for procurement and supply chain management.
  • Contributing to the documentation and reporting of technical strategies, activities, and results.
  • Collaborating with project staff and partners in implementing cross-cutting activities. 1
  • Coordinating with international and local subcontractors to ensure technical soundness of activities and outputs. 1
  • Producing quality deliverables, including quarterly and annual reports, work plans, budgets, and technical reports.

Required Qualifications:
The required qualifications for the Technical Specialist, Supply Chain position include:
  • A minimum of a Master’s Degree in Public Health, Business Administration, Finance, or other relevant fields.
  • 5-7 years of relevant professional experience in supply chain management, procurement, or related areas.
  • Proven experience working with the Government of Vietnam and the Ministry of Health is strongly desired.
  • Knowledge of Social Health Insurance (SHI) issues and key stakeholders in Vietnam, including experience with the Ministry of Health and Vietnam Social security" style="border-bottom: 1px dotted #007bff !important;">Security, is highly desirable.
  • Demonstrated ability to work effectively with government counterparts and coordinate various actors, including different Ministry of Health units, other ministries, government agencies, donors, and NGOs.
  • Proficiency in MS Office applications and strong organizational skills.
  • Fluent in Vietnamese with excellent oral and written communication skills in English.
  • Ability to travel as necessary.

Educational Background:
The educational background required for the Technical Specialist, Supply Chain position includes a Master’s Degree (minimum) in relevant fields such as Public Health, Business Administration, Finance, or other related disciplines. This educational foundation is essential for understanding the complexities of supply chain management and procurement processes, particularly in the context of health commodities.

Experience:
The level of experience needed for the Technical Specialist, Supply Chain position is 5-7 years of relevant professional experience. This experience should include work in supply chain management, procurement, or related fields, with a strong emphasis on health financing system development and strengthening. Experience working with the Government of Vietnam and the Ministry of Health is highly desirable, as is familiarity with Social Health Insurance (SHI) issues and key stakeholders in Vietnam.

Languages:
Fluency in Vietnamese is mandatory for this position, along with excellent oral and written communication skills in English. Proficiency in both languages is crucial for effective communication with government counterparts, project staff, and other stakeholders involved in the procurement and supply chain management processes.
