Job Overview:
The Monitoring and Evaluation (M&E) Officer will be a crucial member of the Strategic Information team at FHI 360 Vietnam, responsible for supporting M&E activities. This role involves coordinating routine monitoring efforts, compiling and cleaning data, and analyzing and visualizing data to ensure effective program implementation. The M&E Officer will monitor and analyze data related to HIV/TB drug procurement and supply, track the inclusion of HIV/TB services in health insurance, and conduct data quality assurance through site visits and collaboration with partners. The position requires a proactive approach to promoting the use of data in decision-making processes at various levels, ensuring that data integrity is maintained, and fostering productive relationships with stakeholders.

Duties and Responsibilities:
The M&E Officer will be responsible for the following duties:
  • Monitor and analyze data related to HIV/TB drug procurement and supply, ensuring accurate visualization of findings.
  • Track the inclusion of HIV/TB services and medications in health insurance.
  • Conduct thorough data quality assurance, including site visits and resolving discrepancies.
  • Implement data quality control measures and ongoing assessments to maintain high data integrity.
  • Promote the use of routine HIV and TB data in program reviews, planning, and evidence-based decision-making.
  • Collaborate with partners, health facilities, and provincial/site staff to ensure data quality assurance.
  • Represent the project in technical working groups and coordination meetings, ensuring effective communication with stakeholders.
  • Cultivate productive working relationships across FHI 360 programs and with government institutions and donor agencies.
  • Perform other relevant tasks as assigned to further project objectives and outcomes.

Required Qualifications:
Candidates must possess a Bachelor’s degree in statistics, medicine, public health, or related fields, with an advanced degree preferred. They should have at least 3 years of experience in public health, particularly in M&E activities, including developing guidelines and tools for data collection, analysis, and presentation. Knowledge of HIV/AIDS and TB program reporting requirements is an asset. Proficiency in computer applications, particularly in word processing, databases, and spreadsheets, is essential, with advanced skills in at least two of the following programs: SPSS, PowerPoint, Excel, Epi Info, Stata, SQL, and Power BI. Candidates should demonstrate strong organizational skills, attention to detail, and the ability to work under pressure while meeting deadlines.

Educational Background:
The position requires a Bachelor’s degree in statistics, medicine, public health, or a related field. An advanced degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in monitoring and evaluation within public health contexts.

Experience:
The ideal candidate should have a minimum of 3 years of relevant experience in public health, specifically in monitoring and evaluation activities. This experience should include developing guidelines and tools for data collection, analysis, and presentation, as well as familiarity with HIV/AIDS and TB program reporting requirements.

Languages:
Fluency in both Vietnamese and English is mandatory, with well-developed written and oral communication skills. Proficiency in additional languages may be considered an asset but is not required for this position.
