Job Overview:
The Associate Director will play a crucial role in providing strategic and technical leadership for the EpiC Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) activities at the country level. This position is responsible for delivering high-level technical support to national and sub-national government ministries, ensuring that core GHS capacities are strengthened in alignment with international frameworks and standards. The Associate Director will act as the primary technical focal point for all EpiC GHS activities in the country, collaborating closely with the Country Project Director to coordinate program implementation with government counterparts, donors, and other key stakeholders. The role involves leading the technical team in planning, implementing, and monitoring EpiC GHS activities with a focus on achieving project objectives, particularly in enhancing the capacity to prevent, detect, and respond to infectious disease threats. The Associate Director will also be responsible for developing technical deliverables such as workplans, concept notes, and standard operating procedures, ensuring that all outputs meet the required quality and timeliness standards.

Duties and Responsibilities:
The Associate Director will serve as the technical lead for EpiC GHS at the country level, providing direction for the development and implementation of country-specific workplans and budgets. Key responsibilities include ensuring that high-quality technical deliverables are developed and submitted on schedule, maintaining strategic relationships with key stakeholders, contributing to strategic planning processes, and leading efforts to build the capacity of national and sub-national teams through training and mentoring. The Associate Director will also identify and promote innovative approaches to improve outbreak detection and response, support the integration of digital health tools, and liaise with emergency operations centers during health crises. Additionally, the role involves assessing sub-awardee performance, providing subject matter expertise, and representing EpiC at national and subnational meetings.

Required Qualifications:
Candidates must possess comprehensive knowledge of GHS concepts and capabilities, with subject matter expertise in one or more GHS domains such as prevention, detection, and response. Excellent organizational and problem-solving skills are essential, along with demonstrated project management and technical skills. The ability to influence and negotiate effectively, exercise judgment in selecting methods for obtaining solutions, and ensure that budgets and performance requirements are met is crucial. Strong leadership skills and excellent oral and written communication abilities in English are required, with fluency in one or more local languages being a plus.

Educational Background:
A Master’s Degree in infectious diseases, public health, or an equivalent international qualification in diagnostics, epidemiology, or other GHS domains is required. Project Management (PM) Certification is preferred, indicating a strong foundation in managing complex projects effectively.

Experience:
Typically, candidates should have a minimum of 12 years of experience in public health, infectious diseases, or global health security fields. This includes at least 8 years of leadership experience with strong business acumen and line management experience. Prior work experience in a non-governmental organization (NGO) and with USG funded projects is preferred, along with significant experience working within the health system of the target country. Demonstrated knowledge of health and social service information systems and monitoring and evaluation processes related to data collection for performance-based reporting is also essential.

Languages:
Fluency in English is mandatory, with proficiency in one or more local languages being advantageous. This bilingual capability is important for effective communication with local stakeholders and communities.
