Job Overview: The position of Individual Consultant for Innovative Finance at UNICEF Indonesia involves supporting innovative finance initiatives at the Jakarta office and exploring potential expansions at both national and sub-national levels. The consultant will build on financial innovation efforts initiated in 2021, emphasizing UNICEF Indonesia's commitment to mobilizing and leveraging innovative financing to support child rights. The role includes providing technical assistance to streamline Innovative Finance for Children (IF4C) efforts, developing a strategic roadmap, and creating a contextualized social policy framework that consolidates key learnings and guides future innovations. The consultant will work closely with local governments and stakeholders to operationalize financing opportunities that align with local development priorities, ensuring that UNICEF's initiatives can be scaled effectively across Indonesia.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Support the development and implementation of innovative finance initiatives at the national and sub-national levels.
Collaborate with the Ministry of Finance Indonesia and local government offices to identify and operationalize financing opportunities for child rights.
Conduct technical reviews and provide quality assurance for innovative finance projects.
Develop a strategic roadmap for scaling IF4C initiatives nationwide.
Create a contextualized social policy framework that consolidates learnings and fosters cross-sectoral collaboration.
Liaise with various stakeholders, including private sector partners and research organizations, to enhance collaboration and resource mobilization.
Prepare reports and documentation related to innovative finance initiatives and their impact on child rights.
Ensure alignment of UNICEF's innovative finance efforts with local development priorities and national policies.
Required Qualifications: To qualify for this position, candidates must possess the following qualifications:
A Master’s degree in economics, finance, business, or related fields.
A minimum of five years of academic, research, or professional work experience in economics, finance, public policy, social policy, or related fields.
Strong understanding of national and subnational government planning and budgeting processes.
Familiarity with UNICEF programming and experience working under UNICEF mandates is preferred.
Proven experience in coordinating and collaborating with the private sector and local government offices is preferred.
Exposure to research organizations is preferred.
Excellent communication, writing, and speaking skills in both Bahasa Indonesia and English.
Proficiency in computer skills, including internet navigation, teleconferencing, file sharing, and various office applications.
Educational Background: Candidates must have a Master’s degree in economics, finance, business, or related fields. This educational background is essential to understand the complexities of innovative finance and its application in supporting child rights and development initiatives.
Experience: The position requires a minimum of five years of relevant experience in academic, research, or professional settings related to economics, finance, public policy, or social policy. Languages: Fluency in Bahasa Indonesia and English is mandatory for this position.
