In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Analyst, EVAW (Ending Violence Against Women) plays a crucial role in the management of UN Women’s EVAW programmes in Indonesia. Reporting to the Head of Programmes, the analyst is responsible for providing technical inputs to the design, formulation, implementation, and evaluation of EVAW programmes. This position requires close collaboration with various stakeholders, including government officials, donors, and civil society organizations, to ensure effective programme delivery. The analyst will contribute to the development of programme strategies, provide technical support for implementation, and monitor results to ensure adherence to UN Women’s policies and procedures. The role also involves capacity building for partners and advocating for improved policies to combat gender-based violence.

Duties and Responsibilities:
  • Contribute technically to the development of programme strategies in the area of Ending Violence against Women (EVAW).
  • Provide substantive inputs to the design and formulation of programme/project proposals focusing on EVAW.
  • Ensure sound project arrangements, implementation, and effective management of the EVAW programme.
  • Provide technical support to the implementation and management of the EVAW programme, including leading the coordination of proposals and monitoring partner reports.
  • Develop activity budgets, work plans, and procurement plans, and monitor budget implementation.
  • Provide technical assistance and capacity development to project/programme partners.
  • Monitor progress of implementation and finances of projects related to EVAW using Results Based Management tools.
  • Provide substantive inputs to advocacy, knowledge building, and communication efforts related to EVAW.
  • Participate in UN inter-agency coordination related to EVAW and contribute to the coherence of UN Women programmes with other partners.

Required Qualifications:
  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • A project/programme management certification would be an added advantage.
  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring, and evaluation.
  • Previous experience in the field of violence against women is required.
  • Experience in migration and/or trafficking is an asset.
  • Experience coordinating with government agencies and/or donors is an asset.
  • Experience supporting EU-funded projects is an asset.
  • Experience with regional programmes is an advantage.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is considered an advantage.

Experience:
The position requires at least 2 years of progressively responsible experience in development programme/project implementation, coordination, monitoring, and evaluation. Candidates should have prior experience in the field of violence against women, and experience in migration and/or trafficking is beneficial. Additionally, experience in coordinating with government agencies and donors, as well as supporting EU-funded projects, is advantageous.

Languages:
Fluency in English and Bahasa Indonesia is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
