Job Overview: The EpiC project, funded by the United States Government (USG) and implemented by FHI 360, is designed to enhance Indonesia's national capacity to prepare for and respond to infectious disease outbreaks and pandemic threats. The Surveillance Specialist will play a crucial role in this initiative by strengthening the national disease surveillance system, which includes both indicator- and event-based surveillance. This position is vital for enabling early detection, reporting, and response to priority health threats, thereby supporting life-saving interventions and facilitating timely, accurate risk communication with at-risk populations during public health emergencies. The Surveillance Specialist will work closely with various stakeholders, including national and subnational health authorities, NGOs, and international partners, to design, implement, and evaluate surveillance system strengthening activities. This role requires a proactive approach to building a resilient surveillance infrastructure that aligns with Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security Agenda (GHSA) priorities and national strategies.
Duties and Responsibilities: The Surveillance Specialist will be responsible for a range of duties, including: collaborating with national and subnational health authorities, regional institutions, NGOs, and international partners to design, implement, and evaluate surveillance system strengthening activities; serving as the in-country focal point for surveillance-related components of the EpiC GHS portfolio; leading the planning, implementation, monitoring, and evaluation of outbreak-focused surveillance activities; providing technical assistance and mentoring to enhance surveillance readiness; identifying operational and technical bottlenecks in disease surveillance; supporting the review, adaptation, and digitization of existing surveillance tools; providing technical guidance to strengthen national and regional capacity to manage Health Management Information Systems (HMIS); representing the EpiC project in national technical working groups; collaborating with EpiC surveillance and GHS technical teams across countries; contributing to the preparation of project reports and documentation; and supporting the integration of surveillance efforts with risk communication and emergency response functions.
Required Qualifications: Candidates must possess in-depth knowledge and experience in national/regional infectious disease surveillance, demonstrated experience in implementing field-based surveillance methodology, and awareness of strategies deployed under the Global Health Security Agenda. Additionally, candidates should have knowledge and previous work experience with joint external evaluations (JEE) and improvement strategies at the country level. Proficiency with data management software, sensitivity to cultural diversity, and excellent interpersonal and analytical skills are also required. Candidates must demonstrate project management skills and the ability to network and collaborate effectively in a multi-partner context.
Educational Background: A Master’s degree or international equivalent in medicine, public health, or a related field is required for this position. This educational background is essential for understanding the complexities of infectious disease surveillance and public health interventions.
Experience: Candidates should have at least 6 years of relevant experience in infectious disease surveillance. This experience should include implementing field-based surveillance methodology and analyzing epidemiologic investigation data. Additionally, candidates should have demonstrated report writing and presentation skills, as well as experience working effectively with government counterparts at national and regional levels.
Languages: Fluency in English is mandatory, including the ability to read, write, and speak the language proficiently. Knowledge of the country's official language is also required, as it is essential for effective communication within the local context.
Additional Notes: This position may require travel up to 75% within the country. The job is based in a typical office environment, and candidates should be prepared for the physical demands of the role, including the ability to spend long hours looking at a computer screen and performing repetitive tasks.
