In Indonesia, UNHCR focuses on providing support to refugees and asylum seekers, ensuring their protection, and facilitating their access to essential services.

Job Overview:
The MEAL Consultant position is focused on the Monitoring and Evaluation (M&E) process for the Sport for Protection project in Indonesia, which aims to enhance the psychosocial well-being and social inclusion of refugee children and youth. The consultant will be responsible for developing and implementing monitoring and evaluation tools to assess the impact of sports activities on participants' psychosocial well-being. This role involves analyzing pre- and post-test data, gathering feedback from participants and Refugee-Led Organizations (RLOs), and generating evidence-based insights to inform future project implementation. The consultant will work closely with UNHCR staff and stakeholders to ensure that the project aligns with the organization's objectives and the needs of the refugee community.

Duties and Responsibilities:
The consultant's duties and responsibilities include reviewing and refining existing MEAL tools, developing new tools to measure participant satisfaction and project impact, conducting post-test surveys and focus group discussions, ensuring ethical data collection, cleaning and analyzing collected data, documenting best practices and challenges, and incorporating feedback from UNHCR staff. The consultant will also be responsible for delivering a final evaluation report that presents key findings and recommendations, as well as presenting results to stakeholders. Core deliverables include completed post-test data collection, a final evaluation report, and comprehensive documentation of the evaluation process.

Required Qualifications:
The position requires a university-level qualification, with a Bachelor's degree being essential and a Master's degree being desirable in relevant fields such as international relations, communications, psychology, political science, or public law" style="border-bottom: 1px dotted #007bff !important;">international law. Candidates must demonstrate a minimum of 2-3 years of experience in monitoring and evaluation, preferably with a focus on refugee or sport issues. Experience working with a UN agency or international organization is also desirable, along with knowledge of the humanitarian landscape in Indonesia and experience with displaced populations.

Educational Background:
Candidates must possess a university-level qualification, with a Bachelor's degree being essential and a Master's degree being preferred. Relevant fields of study include international relations, communications, psychology, political science, or public international law. This educational background is crucial for understanding the complexities of the refugee situation and the methodologies used in monitoring and evaluation.

Experience:
The position requires candidates to have at least 2-3 years of experience in monitoring and evaluation. Specific experience related to refugee issues or sports is highly desirable. Candidates should have demonstrated experience in managing projects of similar complexity and nature, ideally within a UN agency or international organization focused on human rights or refugee issues. Familiarity with the humanitarian landscape in Indonesia and the challenges faced by refugees and migrants is an advantage.

Languages:
Fluency in English is required for this position, as it is the primary language of communication within UNHCR and for documentation purposes. Fluency in Bahasa Indonesia is desired, as it will facilitate communication with local stakeholders and participants in the project. Proficiency in additional languages may be beneficial but is not mandatory.

  • The consultant will work remotely and may reside outside of Jakarta, but must be available for conference calls with UNHCR's office in Indonesia, adhering to the Western Indonesia time zone (GMT +7). The budget for the project is IDR 60,000,000, which includes costs related to data collection, RLOs visitation, and other necessary expenses as agreed upon between the consultant and UNHCR Indonesia. The position does not require a functional clearance and is not subject to hardship levels, as it is home-based.
