IOM has been operational in Indonesia for over 40 years and is one of the largest IOM missions globally. The organization collaborates with the Government of the Republic of Indonesia, civil society, private sector actors, migrants, and communities to address various migration-related issues. IOM Indonesia is involved in multiple thematic areas, including Counter-Trafficking, Labour Mobility and Social Inclusion, Disasters, Climate and Resilience, Immigration and Border Governance, Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns. The organization aims to ensure quality care for refugees and asylum seekers referred to it by the Indonesian government, adhering to international humanitarian and human rights standards. The program provides support through healthcare, education, and basic needs, while also focusing on the protection of vulnerable subgroups, including victims of sexual and gender-based violence, through effective referral mechanisms and collaboration with specialized service providers.
Job Overview: The Programme Assistant (Refugee Care) position is designed to support the implementation of refugee care activities under the supervision of the Senior Programme Associate and the overall guidance of the Community Accountability Coordinator. The role is crucial in ensuring that the program aligns with IOM policies and standards while promoting community engagement and accountability towards affected populations. The Programme Assistant will be responsible for providing clerical assistance in project implementation, monitoring budgets, and coordinating administrative tasks. This position requires a proactive approach to managing project-related documentation and communication, ensuring that all activities are executed efficiently and effectively. The Programme Assistant will also play a key role in organizing meetings, workshops, and training sessions, contributing to the overall success of the refugee care initiatives.
Duties and Responsibilities: The Programme Assistant will have a diverse set of responsibilities, including but not limited to: providing general and clerical assistance in the implementation of project activities; retrieving, compiling, summarizing, and presenting information and data on specific project topics; assisting in monitoring and updating budget-related information; supporting administrative coordination for project implementation by liaising with various organizational units or external parties; drafting status reports, correspondence, briefing notes, graphics, statistical tables, presentations, and other documentation; organizing meetings, workshops, and training sessions; responding to general information requests and inquiries; setting up and maintaining files and records; and performing other related duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a university degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution, along with at least one year of relevant professional experience. Alternatively, candidates with a high school diploma and three years of relevant experience will also be considered. It is essential for applicants to have a good knowledge of project administration and operational processes, with a strong attention to detail and the ability to organize paperwork methodically. Experience working with UN agencies is preferred, and relevant training and field experience, particularly in IOM accounting systems, is highly desirable. Basic knowledge of project management principles is also beneficial.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as Business Administration, Finance, Management, or Accounting from an accredited institution. Candidates with a high school diploma may also apply if they have three years of relevant experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized education that meets international standards.
Experience: The position requires candidates to have at least one year of relevant professional experience in project administration and implementation. Candidates should be Indonesian nationals with a solid understanding of operational processes within project management. Experience working in UN agencies is considered an advantage, as is familiarity with IOM accounting systems and procedures. Candidates should demonstrate attention to detail and the ability to manage their workload effectively within a structured environment.
Languages: Proficiency in English is mandatory, as it is one of IOM's official languages. Knowledge of French and Spanish is considered an asset but is not required. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the required languages.
Additional Notes: This position is classified as a G-3 level role and is offered under a Special Short-Term Contract. The estimated start date for the successful candidate is as soon as possible, and the closing date for applications is set for 01 December 202
The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. This post is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Indonesia will be considered. Additionally, the appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the relevant government authorities.
