Job Overview:
The Health Emergency Management Specialist (Field Staff) is a pivotal role within a large USG-funded Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) project, focusing on emergency response. This position requires an advanced subject matter expert who will develop and implement policies and procedures for emergency response, coordinate with various stakeholders, and ensure the delivery of high-quality emergency response activities in field settings. The specialist will provide technical leadership for emergency preparedness and response initiatives, supervise field staff, and ensure that project activities align with established work plans and best international practices. The role involves frequent travel to field locations, requiring the ability to work in challenging environments and adapt to rapidly changing scenarios. The specialist will engage with ministries of health, regional and district health offices, local organizations, and USG missions to ensure effective emergency response strategies are in place.

Duties and Responsibilities:
The duties and responsibilities of the Health Emergency Management Specialist include providing technical leadership in emergency health response and disaster management, designing and implementing field-level emergency preparedness strategies, and supporting local health systems in strengthening their emergency management capacities. The specialist will lead emergency response activities in field locations, ensuring compliance with project objectives and donor requirements, while establishing relationships with local government agencies and health officials. Conducting rapid assessments and situation analyses during health emergencies, overseeing resource deployment, and managing personnel and supplies are also key responsibilities. Additionally, the specialist will supervise and mentor field staff, develop training programs, and monitor and report on emergency response activities to ensure adherence to project quality standards. Engaging with stakeholders at local and regional forums and facilitating multi-sectoral coordination for One Health approaches are also part of the role.

Required Qualifications:
Candidates must possess a Master’s Degree or its international equivalent in Public Health, Emergency Management, Disaster Risk Reduction, or a related field. A Project Management (PM) Certification is preferred, and certification in Emergency Management or Disaster Response is a plus. The role requires at least 6 years of progressive experience in emergency health management, with significant time spent in field-based roles. Demonstrated experience leading emergency health responses in developing countries, including outbreak response and disaster recovery, is essential. Proven ability to work in partnership with government agencies and international organizations, along with experience in capacity building and training of health workers in emergency management, is also required. Documented contributions to guidelines, toolkits, or publications related to emergency health responses will be an advantage.

Educational Background:
The educational background required for this position includes a Master’s Degree or its equivalent in relevant fields such as Public Health, Emergency Management, or Disaster Risk Reduction. Additional certifications in Project Management and Emergency Management are highly desirable, indicating a well-rounded educational foundation that supports the responsibilities of the role.

Experience:
The position requires a minimum of 6 years of progressive experience in emergency health management, particularly in field-based roles. Candidates should have a strong track record of leading emergency health responses in developing countries, demonstrating the ability to manage complex projects and set priorities under challenging conditions. Experience in capacity building and training health workers in emergency management is also crucial, as is the ability to work collaboratively with government agencies and international organizations.

Languages:
