Job Overview:
The Laboratory Advisor (LA) will play a crucial role in leading laboratory capacity building efforts for a US-CDC funded project aimed at enhancing the detection of priority infectious diseases, particularly COVID-19 and influenza, in Indonesia. This position is integral to supporting the Indonesian government and relevant ministries in strengthening their laboratory systems, which encompass public health, private health, and non-governmental laboratories. The LA will be responsible for both administrative and technical aspects of the project, which includes managing assignments, overseeing staff and partners, handling logistics and budgets, and providing technical assistance to laboratories. The role requires frequent travel within Indonesia, subject to local COVID-19 restrictions, and demands a strong focus on ensuring the successful implementation of the laboratory work plan while meeting all targets and deliverables set by FHI 360.

Duties and Responsibilities:
The Laboratory Advisor will provide technical and scientific leadership in designing, implementing, and monitoring laboratory capacity building initiatives. Key responsibilities include leading the development of technical assistance materials, conducting assessments of health laboratories, and creating actionable improvement plans based on laboratory assessments. The LA will also enhance specimen management and transportation systems, implement continuous improvement initiatives, and collaborate with surveillance colleagues to strengthen sentinel surveillance systems. Additionally, the LA will guide laboratories in preparing for accreditation and ensure adherence to international laboratory quality standards. The role requires maintaining constructive dialogue with field counterparts, developing collaborative relationships with donor organizations, and representing FHI 360 at professional meetings and conferences.

Required Qualifications:
Candidates must possess a Master’s degree or its international equivalent in laboratory sciences with a specialization in microbiology. A minimum of eight years of experience in clinical laboratory medicine in developing countries is required, with at least five years in a laboratory quality management role. Direct experience in Indonesia is preferred. Applicants should have proven knowledge and experience in the laboratory diagnosis of infectious diseases, familiarity with international biosafety regulations, and the ability to work collaboratively with multiple partners. Strong project management skills, the ability to set realistic priorities, and experience in managing projects are essential.

Educational Background:
The educational requirement for this position includes a Master’s degree in laboratory sciences, specifically with a focus on microbiology. This advanced degree is crucial for understanding the complexities of laboratory operations and the technical aspects of infectious disease diagnostics.

Experience:
The position requires at least eight years of relevant experience in clinical laboratory medicine, particularly in developing countries. Candidates should have a minimum of five years of experience in a laboratory quality management role, with a preference for those who have direct experience working in Indonesia. This experience should encompass a strong background in laboratory diagnostics for infectious diseases and the implementation of quality management systems.

Languages:
Fluency in English is mandatory, as the role involves collaboration with international partners and stakeholders. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local government agencies and laboratory staff.

Additional Notes:
This position is full-time and may require at least 35% travel within Indonesia.
