Job Overview: The Programme Management Officer position within UNEP's Climate Change Division is crucial for supporting the implementation and evaluation of the UN-REDD programme’s project ‘CARE for Green Riau’ in Indonesia. The incumbent will be responsible for monitoring and analyzing the development and implementation of the programme, reviewing relevant documents, and proposing corrective actions when necessary. This role requires a strong analytical background to research, analyze, and present information from diverse sources, assisting in policy development and conducting evaluations or research activities. The officer will also undertake survey initiatives, designdata collection tools, and prepare various written outputs, including reports and publications. The position involves providing substantive support to meetings and conferences, conducting outreach activities, and participating in field missions, which may include guiding external consultants and drafting mission summaries. Additionally, the officer will coordinate budget-related activities and analyze data to identify trends, enabling data-driven decision-making and reporting.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Officer include:
Participating in the implementation and evaluation of the UN-REDD programme’s project ‘CARE for Green Riau’ in Indonesia.
Monitoring and analyzing programme/project development and implementation, reviewing relevant documents and reports, and proposing corrective actions.
Researching, analyzing, and presenting information gathered from diverse sources.
Assisting in policy development, including the review and analysis of issues and trends.
Undertaking survey initiatives and designing data collection tools.
Preparing various written outputs, such as draft background papers, analysis, sections of reports, and inputs to publications.
Providing substantive support to consultative meetings and conferences, including proposing agenda topics and preparing documents.
Conducting outreach activities and training workshops, making presentations on assigned topics.
Participating in or leading field missions and drafting mission summaries. 1
Coordinating activities related to budget and funding, preparing related documents and reports. 1
Collecting and analyzing data to identify trends or patterns and providing insights through data visualization methods. 1
Performing other duties as required.
Required Qualifications: The required qualifications for the Programme Management Officer position include a strong understanding of REDD+ results-based finance and carbon markets, as well as the ability to identify and analyze issues and participate in their resolution. Candidates should possess conceptual analytical and evaluative skills to conduct independent research and analysis, with familiarity in using various research sources, including electronic databases. The ability to apply judgment in the context of assignments, manage conflicting priorities, and demonstrate professional competence is essential. Additionally, candidates should show responsibility for incorporating gender perspectives and ensuring equal participation of women and men in all areas of work.
Educational Background: Candidates must hold an advanced university degree (Master’s degree or equivalent) in forest policy, forest management, natural resources management, international development, environmental economics, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or programme management, REDD+, forest policy, and forest ecosystem management is required. Experience working in Indonesia is desirable, along with two years or more of experience in data analytics or a related area.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of Bahasa is desirable, with a minimum proficiency level of UN Level I in reading, writing, listening, and speaking.
Additional Notes: The appointment against this post is for an initial period of one year and may be subject to extension, contingent upon the continued existence of the mandate and availability of funding. The position is classified as a fixed-term appointment limited (FTA-limited).
