Job Overview: The Programme Officer position at the ILO Jakarta office is integral to the effective delivery and administration of programming activities aimed at enhancing labor rights and standards in Indonesia and Timor Leste. The incumbent will provide professional services that encompass programming and administrative support throughout the lifecycle of projects, including development, implementation, monitoring, reporting, and evaluation. The Programme Officer will work closely with the Director of the ILO Jakarta Office and collaborate with other specialists to ensure that programming aligns with both regional and global strategic priorities. Duties and Responsibilities: The Programme Officer will be responsible for a wide range of duties, including but not limited to: providing professional services for programming activities, developing country operations plans, conducting research and analysis, drafting reports and presentations, and ensuring compliance with programming instructions. The incumbent will monitor and verify programming data accuracy, participate in assessing country development plans, and contribute to the design of programme objectives within the framework of Decent Work Country Programmes. Additionally, the Programme Officer will participate in missions to monitor programme implementation, identify issues, and propose corrective actions. The role also involves liaising with external partners, preparing draft Memoranda of Understanding, and ensuring timely submission of progress reports. The Programme Officer will oversee and guide the work of staff, monitor work methods for efficiency, and provide inputs to support communication activities within the office.
Required Qualifications: Candidates must possess a first-level university degree in development studies, law, labor economics, management, or social sciences. Additionally, a minimum of two years of professional work experience in programme and/or project planning, monitoring, implementation, and evaluation activities is required. The role demands a good knowledge of programming and results-based management principles, as well as familiarity with the programming cycle. Candidates should also have political awareness and an understanding of socio-economic factors affecting labor issues.
Educational Background: The educational requirement for this position is a first-level university degree in a relevant field such as development studies, law, labor economics, management, or social sciences. In cases where candidates do not possess a university degree, equivalent work experience may be considered, with specific equivalencies outlined for those with secondary school completion and relevant work experience.
