Job Overview:
The RiMAP Consultant position is focused on the Rights Mapping and Analysis Platform (RiMAP), which aims to assess how national legal frameworks align with international standards regarding the rights of forcibly displaced and stateless persons. The consultant will be responsible for conducting comprehensive research on Indonesia's legal, policy, and practice framework impacting access to rights for these vulnerable populations. This includes analyzing domestic laws and policies across eleven specific rights categories, such as asylum, education, health, and work rights. The consultant will utilize various legal databases and sources to gather relevant legislation and case laws, ultimately contributing to the development of the RiMAP platform and enhancing the understanding of the legal context for refugees and stateless persons in Indonesia. The role requires a strong analytical approach to identify gaps in law and practice and promote necessary reforms to better protect these individuals.

Duties and Responsibilities:
The consultant will undertake a series of tasks including conducting a desk review of existing domestic laws and policies in Indonesia that govern the protection of forcibly displaced and stateless persons. This involves identifying and recording relevant national legislation, international conventions, and policies. The consultant will also review existing content in the RiMAP platform and provide a detailed analysis of the eleven rights categories, linking them to domestic laws and identifying challenges that hinder access to these rights. Additionally, the consultant will be responsible for drafting responses to specific questions under each category, ensuring that the analysis is comprehensive and well-supported by legal references. Regular communication with UNHCR's RiMAP focal point is essential to provide updates on progress and address any challenges encountered during the research process. The consultant will also be tasked with uploading the final analysis to the RiMAP platform and ensuring the quality and accuracy of the information provided.

Required Qualifications:
The position requires a university degree in law or a related field, with a strong emphasis on legal research and analysis. Candidates should possess excellent writing skills and the ability to articulate complex legal concepts clearly and concisely. Strong analytical skills are essential for evaluating legal frameworks and identifying gaps in protections for forcibly displaced and stateless persons. Familiarity with international human rights law and refugee law is highly desirable, as is experience working with legal databases and platforms.

Educational Background:
Candidates must hold a legal degree, preferably with a focus on international law, human rights law, or refugee law. A background in social sciences or public policy may also be beneficial, provided it is complemented by relevant legal training. The educational background should equip the candidate with the necessary skills to conduct thorough legal research and analysis.

Experience:
The position requires candidates to have prior experience in legal research, particularly in the context of human rights or refugee law. Experience working with international organizations, NGOs, or governmental bodies focused on refugee protection or legal advocacy is highly advantageous. Languages:

  • The consultant will work remotely, with specific deadlines for deliverables outlined in the project timeline. The budget for this consultancy is set at USD 5,000, which will be paid as a lump sum upon completion of the agreed tasks. The consultant is expected to maintain regular communication with UNHCR and participate in weekly catch-up calls to discuss progress and any challenges faced during the project.
