It is the leading UN agency in the field of migration and collaborates closely with governmental, intergovernmental, and non-governmental partners. IOM's mission is to promote humane and orderly migration for the benefit of all, which it achieves by advancing the understanding of migration issues, assisting governments in addressing migration challenges, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants and their communities. Over the years, IOM has developed significant expertise and capacity to tackle national and regional migration issues, with a collaboration network that includes ASEAN Member States, IOM regional Country Offices, and various governmental and non-governmental institutions in Indonesia. IOM's work encompasses several thematic areas, including counter-trafficking and protection, disaster climate and resilience, immigration and border governance, labor mobility and social inclusion, refugee care and assistance, and resettlement and voluntary return and reintegration. Currently, IOM is implementing a regional project that addresses the intersection of climate change, human mobility, and resilience through inclusive and evidence-based policy development. The consultancy role aims to further develop the Risk Index for Climate Displacement (RICD), a composite index that integrates climatic, environmental, socio-economic, and demographic data to map and quantify the risk of displacement at a sub-national level.
Job Overview: The consultant will play a crucial role in the development of the Risk Index for Climate Displacement (RICD) by engaging in advanced data management, statistical analysis, and geospatial modeling. This position requires the integration of existing national data into the RICD tool, which is designed to assess and quantify the risks associated with climate displacement. The consultant will work under the direct supervision of the Senior Project Associate for Climate Resilience at IOM Indonesia, who will provide timely feedback and support throughout the consultancy. The consultant is expected to conduct a thorough review of existing literature and indices related to climate vulnerability, disaster risk, and displacement. They will collaborate with IOM and its partners to identify, source, and compile relevant datasets from public and official sources, ensuring that the data aligns with government standards. The consultant will also act as a liaison between the project team and key government counterparts, facilitating communication and collaboration to ensure that the project meets the needs of stakeholders. The ultimate goal is to produce a practical tool that stakeholders can utilize for policy development and decision-making regarding climate displacement.
Duties and Responsibilities: The consultant will be responsible for the following assignments:
Review existing literature and indices on climate vulnerability, disaster risk, and displacement.
Collaborate with IOM and partners to identify, source, and collate relevant datasets from public and official sources such as BNPB, BPS, BMKG, KLHK, etc.
Facilitate connections and secure access to necessary official data sources, navigating the specific protocols for data sharing and use.
Support the RICD technical team in harmonizing project data with official government data standards.
Act as a liaison between the project team and government counterparts, particularly BNPB, to foster collaboration and ensure the project meets their needs.
Communicate technical requirements of the project to government partners and translate feedback into actionable guidance for the technical team.
Provide guidance on the policy relevance of indicator selection and index construction to ensure the final product is a practical tool for stakeholders.
Perform other duties as assigned.
Required Qualifications: The position requires a university degree (Master’s, PhD, or bachelor’s with additional experience) in Data Science, Geography, Statistics, Environmental Science, or a related field. Candidates must have extensive experience, with a minimum of 5 years in quantitative data analysis and statistical modeling, including spatial analysis and GIS. The consultant should demonstrate the ability to manage and harmonize large and complex government data from multiple sources and have prior experience working with relevant national government agencies on climate and disaster displacement issues. A strong understanding of climate change concepts, disaster risk reduction, and human mobility is essential. Proven experience in liaising with government stakeholders is required, along with strong analytical, verbal, and report writing skills in both Bahasa Indonesia and English. Excellent time management skills and the ability to produce outputs within agreed deadlines are also necessary.
Educational Background: Candidates must possess a university degree, which can be a Master’s or PhD, or a bachelor’s degree accompanied by additional relevant experience. The degree should be in fields such as Data Science, Geography, Statistics, Environmental Science, or a related discipline that provides the necessary foundation for the role.
Experience: The consultant is expected to have a minimum of 5 years of extensive experience in quantitative data analysis and statistical modeling, with a focus on spatial analysis and GIS. This experience should include direct engagement with national government agencies on issues related to climate and disaster displacement, demonstrating a clear understanding of government data protocols and reporting structures.
Languages: Fluency in both English and Bahasa Indonesia, both verbal and written, is mandatory for this position. This language proficiency is essential for effective communication with stakeholders and for the preparation of reports and documentation.
Additional Notes: The consultancy is subject to funding confirmation, and the appointment will require certification of the candidate's medical fitness, verification of educational certificates, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances. The IOM applies a local United Nations Salary Scale, and there is a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM. The consultant will be entitled to Daily Subsistence Allowance (DSA) according to IOM monthly applicable rates when required to work outside the duty station. Candidates must submit a technical and financial proposal in English, including a detailed profile, methodology, work plan, and financial breakdown.
