Job Overview:
The Senior Project Associate will play a crucial role in supporting the conceptualization, coordination, and implementation of the Expanded Application of the ASEAN Guiding Principles for Quality Assurance and Recognition of Competency Certification Systems (AGP Phase 3). This project is implemented in collaboration with the Badan Nasional Sertifikasi Profesi (BNSP) and the Ministry of Manpower of Indonesia, alongside the ASEAN Secretariat. Building on the previous phases of the project (AGP 1 and AGP 2), the objective is to strengthen quality assurance and recognition of competency certification systems in ASEAN Member States (AMS). The role involves ensuring that the AGP is effectively applied and institutionalized, monitoring the alignment of AMS’ systems with the AGP, and expanding the project’s coverage to include more AMS such as Cambodia, Lao PDR, Myanmar, Thailand, and Viet Nam. The Senior Project Associate will work under the direct supervision of the National Project Officer and will be expected to contribute significantly to the project’s success.

Duties and Responsibilities:
The Senior Project Associate will be responsible for closely coordinating with BNSP and the Ministry of Manpower in planning, implementing, and monitoring project activities. Key responsibilities include compiling, summarizing, analyzing, and presenting information/data on specific project topics, monitoring budget implementation, and proposing necessary adjustments. The role also involves acting as a focal point for administrative coordination, drafting status reports, identifying delivery shortfalls, and suggesting corrective measures. The Senior Project Associate will organize stakeholder meetings, workshops, and training sessions, prepare training materials, and participate in capacity-building workshops. Additionally, the role requires maintaining effective liaison and coordination with local authorities, partners, and various stakeholders relevant to the project, monitoring the work of consultants, and providing inputs to project activities as needed.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in Political or Social Sciences, Business Administration, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field, along with four years of relevant work experience. Alternatively, a school diploma with six years of relevant work experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates should have a good understanding of migration policies and issues in Indonesia, along with professional experience in project implementation, donor liaison, operations, administration, capacity building, and monitoring and evaluation. Experience in liaising with governmental authorities and working with migrant workers and vulnerable groups is also essential.

Educational Background:
The educational background required for this position includes a university degree from an accredited institution in relevant fields such as Political or Social Sciences, Business Administration, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related area. Candidates with a school diploma must have additional relevant work experience to qualify for the position. The educational qualifications must be from institutions recognized in the UNESCO World Higher Education Database, ensuring that candidates have received a quality education that meets international standards.

Experience:
The position requires candidates to be Indonesian nationals with a strong understanding of migration policies and programming in Indonesia. Professional experience in project implementation, donor liaison, operations, administration, capacity building, and monitoring and evaluation is advantageous. Candidates should have experience working in the context of labour migration, including migrant workers' protection and empowerment programming. Experience in liaising with governmental authorities, national and international institutions, UN agencies, and NGOs is also necessary. Additionally, candidates should have experience working with migrant workers, victims of trafficking, and other vulnerable groups, as well as building partnerships with government and private sector entities.

Languages:
Fluency in English and Bahasa Indonesia is mandatory for this position, both oral and written. IOM’s official languages include English, French, and Spanish, but for this role, proficiency in English and Bahasa Indonesia is essential to effectively communicate and report on project activities and engage with stakeholders.
