Job Overview: The position of Consultant National en Charge de la Liaison avec le Programme d'Urgence de Renforcement de la Résilience et de la Sécurité des Communautés (PURS) is crucial for enhancing the resilience of communities in Togo, particularly in the Savanes region, which is identified as a priority area due to its vulnerability and the impact of the Sahel crisis. The consultant will be responsible for coordinating actions between the UN system and the PURS, ensuring that the program's objectives are met effectively. This role involves engaging with various stakeholders, including government actors and technical partners, to develop and implement a comprehensive engagement plan. The consultant will also be tasked with validating the interventions and results of the country team regarding resilience by 2025 and preparing for the 2026 outlook. The position is expected to last for two months, during which the consultant will work closely with the UN Resident Coordinator's Office and other UN agencies operating in the region.
Duties and Responsibilities: The consultant will have several key responsibilities, including:
Coordinating the UN's actions towards the PURS, ensuring alignment with the program's goals and objectives.
Collaborating with focal points from UN agencies involved in the Savanes region to facilitate integrated responses to community resilience challenges.
Engaging with the UN Inter-Agency Humanitarian Group to support the PURS effectively.
Developing a consolidated mapping of UN achievements in support of the PURS implementation by 2025, considering the planning in the joint program and updating the 2026 planning.
Engaging with the PURS and relevant sector ministries regarding planned interventions.
Mobilizing technical and financial partners to address funding gaps for the program.
Maintaining strategic liaison between the PURS and the UN system to coordinate actors involved in resilience and emergency response.
Supporting strategic advocacy actions to promote the program's objectives and ensure its operationalization.
Required Qualifications: Candidates must possess a university degree (master's or equivalent) in political science, development, economics, project management, or a related field. Alternatively, a bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a master's degree. A proven professional experience of at least five years in engaging development actors, strategic advocacy, and coordinating multisectoral, humanitarian, or development projects is required. Candidates should have a strong understanding of the UN system and the humanitarian-peace-development nexus, particularly in the context of the Savanes region. Exceptional analytical and synthesis skills are essential, along with demonstrated ability to manage inter-agency coordination and institutional partnerships. Strong skills in monitoring, capitalization, and data management are desirable, and proficiency in office tools (Word, Excel, PowerPoint) is an asset.
Educational Background: The educational background required for this position includes a master's degree or equivalent in relevant fields such as political science, development, economics, or project management. A bachelor's degree may be considered if accompanied by sufficient relevant experience, specifically two additional years of experience in a related area.
Experience: The position requires a minimum of five years of professional experience in engaging development actors, strategic advocacy, and coordinating projects across multiple sectors, including humanitarian and development initiatives. Candidates should have a solid track record of working within the UN system or similar organizations, demonstrating their ability to navigate complex environments and foster collaboration among diverse stakeholders.
Languages: Fluency in French is mandatory for this position, as it is the primary language of communication in Togo. Knowledge of English is desirable and may enhance the candidate's ability to engage with international partners and stakeholders.
