Job Overview: The position of Consultant for the Resilience Support Program is crucial for the implementation of the Cooperation Framework for Sustainable Development (CCDD) 2023-2026, which has been signed between the Togolese Government and the United Nations System (UNS). This role is particularly focused on the Savanes region, identified as a priority intervention area due to its high vulnerability and the impact of the Sahel crisis. The consultant will be responsible for coordinating actions aimed at enhancing community and institutional resilience in response to the multifaceted challenges faced in this region. The consultant will work closely with various stakeholders, including government actors and technical partners, to ensure the effective operationalization of the resilience program, known as 'RESILIENCE'. The expected duration of this consultancy is two months, during which the consultant will engage in strategic planning and implementation of resilience-building initiatives.
Duties and Responsibilities: The consultant will have a range of responsibilities, including:
Coordinating the actions of the United Nations System in relation to the PURS (Emergency Program for Strengthening Resilience and Security of Communities).
Collaborating with focal points from UN agencies operating in the Savanes region to ensure cohesive action.
Engaging with the UN Inter-Agency Humanitarian Group to support the PURS effectively.
Mapping the achievements of the UN in support of the PURS implementation for 2025 and updating the planning for 202
Engaging with the PURS and relevant sector ministries regarding planned interventions.
Securing commitments from technical and financial partners to cover funding gaps.
Maintaining strategic liaison between the PURS and the UN on coordination of resilience actors and emergency response. The consultant's primary role will be to drive these actions forward and mature the support program for the PURS.
Required Qualifications: Candidates must possess a university degree (master's or equivalent) in political science, development, economics, project management, or a related field. Alternatively, a bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a master's degree. A proven professional experience of at least five years in engaging development actors, strategic advocacy, and coordinating multisectoral, humanitarian, or development projects is required. Additionally, candidates should have a strong understanding of the United Nations system and the humanitarian-peace-development nexus, particularly in the context of the Savanes region. Exceptional analytical and synthesis skills are essential, along with demonstrated ability to manage inter-agency coordination and institutional partnerships. Strong skills in monitoring, capitalization, and data management are desirable, and proficiency in office software tools (Word, Excel, PowerPoint) is an asset.
Educational Background: The educational background required for this position includes a master's degree or equivalent in fields such as political science, development, economics, project management, or a related discipline. In cases where candidates possess a bachelor's degree, they must also have two additional years of relevant experience to qualify for the position.
