Job Posting Organization: The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The UN RCO supports countries in achieving their development priorities and the SDGs, operating in various countries worldwide with a focus on collaboration and partnership.
Job Overview: The Development Coordination Officer, Partnerships is a pivotal role within the UN Resident Coordination Office in Togo. This position is responsible for providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships aimed at achieving the SDGs. The officer will advise on the development and implementation of the UN Partnership Strategy, facilitate collaboration among UN entities, and engage with external stakeholders to foster partnerships. The role requires a proactive approach to identifying risks and opportunities in partnerships, ensuring alignment with UN regulations, and supporting resource mobilization initiatives. The officer will also contribute to knowledge management and capacity development related to partnerships and resource mobilization, ensuring that best practices are shared and utilized effectively.
Duties and Responsibilities:
Assist with the provision of substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and others for SDG achievement. This includes advising on the UN Partnership Strategy, supporting working groups for implementation, and conducting liaison with UN entities.
Participate in joint partnership and resource mobilization initiatives, providing support for the management of pooled funds for the UN Sustainable Development Cooperation Framework. This involves developing resource mobilization strategies, analyzing funding streams, and preparing funding frameworks.
Work closely with the Resident Coordinator Office economist and other finance experts to promote partnerships that support financing for the SDGs. This includes advising on financing options and preparing briefing papers on partnership issues.
Contribute to knowledge management and capacity development by promoting collaboration, researching best practices, and maintaining a knowledge repository of potential donors.
Perform other related tasks as assigned, ensuring that all activities align with the UN's mission and objectives.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and the ability to conduct independent research and analysis.
Educational Background: An advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education is required. Alternatively, a first-level university degree with two additional years of qualifying experience may suffice. Additional qualifications in data analytics or related fields are advantageous.
Experience: A minimum of five years of progressively responsible experience in project or program management within the context of development cooperation is required. Candidates should have a proven track record in preparing project proposals and developing strategies for partnership building and resource mobilization. Experience in financing for the SDGs and knowledge management activities related to partnerships is desirable. Experience in coordinating joint programs among UN agencies is also beneficial.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with specific levels outlined in the UN Language Framework. Candidates must demonstrate the ability to read, write, listen, and speak effectively in both languages.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Togo only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidates are found, Togo nationals residing elsewhere may be considered, with relocation costs borne by the candidate.
