Job Overview:
The consultant will play a crucial role in evaluating the vaccination coverage achieved following the national vaccination campaign against measles and rubella (RR) conducted in 2025 in Togo. This position involves assessing the effectiveness of the vaccination campaign, identifying under-vaccinated groups, and analyzing factors influencing participation, including vaccine hesitancy. The consultant will be responsible for developing a detailed survey protocol, coordinating data collection, and analyzing the results to inform future vaccination strategies. The overarching goal is to provide evidence-based recommendations to enhance vaccination coverage and address hesitancy in the population.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing a detailed timeline for the survey activities.
  • Creating a comprehensive survey protocol that includes a module on vaccine hesitancy, data collection tools, analysis plans, and budget considerations.
  • Submitting the protocol for technical validation by the steering committee, which includes representatives from the Ministry of Health, WHO, UNICEF, and GAVI.
  • Finalizing data collection tools and data entry templates using platforms like KoboCollect or ODK.
  • Obtaining ethical approval from the National Ethics Committee.
  • Identifying, recruiting, and training survey teams and supervisors.
  • Conducting field pre-tests of the tools.
  • Overseeing data collection and ensuring quality control.
  • Coordinating data management and analysis, both quantitative and qualitative. 1
  • Presenting preliminary results to the Expanded Program on Immunization (PEV) team and partners for review. 1
  • Drafting and submitting both provisional and final reports. 1
  • Delivering cleaned databases, variable dictionaries, and final reports to stakeholders. 1
  • Supporting the writing of at least one scientific article based on the survey findings.

Required Qualifications:
The position requires a Doctorate in Medicine with a specialization in public health or epidemiology from an accredited institution. Desirable qualifications include a university degree in a field related to vaccination, specialized training in health product regulation, and additional training in research methods, monitoring and evaluation, or behavioral sciences. Candidates should possess strong analytical skills and experience in survey methodologies.

Educational Background:
Candidates must hold a Doctorate in Medicine and a specialization in public health or epidemiology from a recognized institution. Additional qualifications in related fields, such as vaccination or health product regulation, are preferred. Specialized training in research methodologies and evaluation techniques is also advantageous.

Experience:
Candidates should have a minimum of five years of relevant experience in planning, implementing, and analyzing vaccination coverage surveys or epidemiological studies. Proven experience in quantitative and qualitative data collection and analysis, as well as in writing evaluation reports and scientific publications, is essential. Experience working in emergency health operations or epidemic contexts is also required. Desirable experience includes conducting studies on vaccine hesitancy and working with national vaccination programs and international health organizations.

Languages:
Fluency in French is required, with an intermediate level of proficiency in English being desirable. Strong communication skills in both languages will facilitate effective collaboration with local and international stakeholders.

The consultant will be based at the WHO Representation Office in Togo for a duration of six months. The position is classified at grade P
