Job Overview:
The WASH Programme Officer will play a crucial role in programme development and planning, specifically focusing on Water, Sanitation, and Hygiene (WASH) initiatives. The officer will be responsible for drafting updates for WASH in the situation analysis, which will inform the development of WASH-related outcome and output results. This includes researching and reporting on trends in WASH to aid in programme development, management, monitoring, and evaluation. The officer will prepare technical reports and inputs for programme preparation and documentation, ensuring that all information is accurate, timely, and relevant. Additionally, the officer will contribute to the establishment of WASH-related outcome and output results and strategies by analyzing WASH sector needs and priorities. The role requires providing technical and administrative support throughout all stages of programming processes, executing various technical programme transactions, and preparing necessary documentation to facilitate review and approval processes. The officer will also collaborate with colleagues and partners to collect, analyze, and share information on implementation issues, providing solutions for routine programme implementation and alerting appropriate officials for higher-level interventions when necessary.

Duties and Responsibilities:
The WASH Programme Officer will undertake a variety of duties and responsibilities, including:
  • Drafting updates for WASH in the situation analysis to inform programme development.
  • Researching and reporting on WASH trends for programme management and evaluation.
  • Preparing technical reports and ensuring the accuracy and relevance of information.
  • Contributing to the development of WASH-related outcome and output results through analysis of sector needs.
  • Providing technical and administrative support throughout programming processes.
  • Collaborating with colleagues and partners to collect and analyze information on implementation issues.
  • Participating in monitoring and evaluation exercises and preparing reports on results.
  • Monitoring and reporting on the use of sectoral programme resources and ensuring compliance with organizational rules and donor commitments.
  • Undertaking field visits and surveys to collect and share reports with stakeholders. 1
  • Providing technical support to government counterparts and partners on UNICEF policies and best practices in WASH.

Required Qualifications:
The position requires the following qualifications:
  • An advanced university degree in public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field.
  • A first university degree in a relevant field combined with two additional years of professional experience may be accepted in lieu of an advanced degree.
  • Additional relevant post-graduate courses that complement the main degree are considered a strong asset.
  • A minimum of two years of professional work experience in WASH-related programmes for developing countries is required.
  • Fluency in French is mandatory, while knowledge of English and a local language is an asset.

Educational Background:
Candidates must possess an advanced university degree in fields such as public health, social sciences, behavior change communication, sanitary engineering, or other relevant technical disciplines. Alternatively, a first university degree in a relevant field along with two additional years of professional experience may be accepted. Additional relevant post-graduate courses that complement the main degree are considered advantageous.

Experience:
The position requires a minimum of two years of professional work experience in WASH-related programmes, particularly in developing countries. This experience should encompass programme development, management, monitoring, and evaluation within the WASH sector.

Languages:
Fluency in French is required for this position. Knowledge of English and a local language is considered an asset, enhancing communication and collaboration with diverse stakeholders.
