The United Nations Development System has undergone a significant reform initiated by the UN Secretary-General on January 1, 2019, aimed at enhancing the effectiveness and efficiency of the UN's efforts to achieve the 2030 Agenda and the Sustainable Development Goals (SDGs). This reform has led to the establishment of UN Resident Coordinator Offices (UN RCO) in various countries, including Togo, where the UN Resident Coordinator serves as the highest-ranking official representing the UN Development System. The organization focuses on supporting countries in achieving their development priorities and advancing the SDGs through strategic partnerships and collaboration with various stakeholders.

Job Overview:
The Development Coordination Officer, Partnerships and Development Finance plays a crucial role in supporting the UN Resident Coordinator and the UN Country Team (UNCT) in establishing and managing strategic partnerships aimed at achieving the Sustainable Development Goals (SDGs). This position involves providing substantive support for strategic planning and coordination of partnerships with civil society, the private sector, and other stakeholders. The officer will assist in the development and implementation of the UN Partnership Strategy, ensuring alignment with the UN Sustainable Development Cooperation Framework. The role also includes participating in resource mobilization initiatives, managing pooled funds, and promoting innovative financing mechanisms to accelerate SDG achievement. The officer will work closely with various UN entities and external stakeholders to foster collaboration and enhance the UN's engagement in development financing.

Duties and Responsibilities:
The Development Coordination Officer, Partnerships will be responsible for a variety of duties, including:
  • Assisting with the provision of substantive support for strategic planning and coordination of UNCT strategic partnerships, providing advice on the development and implementation of the UN Partnership Strategy.
  • Supporting the establishment of working groups for effective implementation and monitoring of the strategy, conducting liaison with UN entities, and providing guidance to external stakeholders seeking to partner with the UNCT.
  • Participating in joint partnership and resource mobilization initiatives, developing locally tailored resource mobilization strategies, and monitoring existing partnerships.
  • Collaborating with the Resident Coordinator Office Economist and other finance experts to promote partnerships that support financing for SDGs.
  • Contributing to knowledge management and capacity development related to partnerships and resource mobilization, including researching best practices and maintaining a knowledge repository of potential donors.
  • Performing other related tasks as assigned, ensuring effective engagement with stakeholders and promoting innovative approaches to partnership and resource mobilization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education. A first-level university degree may be accepted if combined with sufficient qualifying experience. Additional qualifications in data analytics or related fields are advantageous, highlighting the importance of analytical skills in this role.

Experience:
A minimum of five years of progressively responsible experience in project or program management within the context of development cooperation is required. Candidates should have a proven track record in preparing project proposals and developing strategies for partnership building and resource mobilization. Experience in financing for SDGs is desirable, as is work experience in data analytics or related areas. Proven experience in knowledge management activities related to partnerships and resource mobilization is essential, including the ability to organize and share relevant data and insights to enhance decision-making.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in both languages is required, with candidates expected to meet the minimum required level for each skill according to the UN Language Framework.
