The OSCE has been operational since 1975 and has a presence in multiple countries across Europe, Central Asia, and North America. The mission in Moldova focuses on various aspects of governance, security, and human rights, working closely with local authorities and communities. Job Overview:
The Transportation Services Manager will be responsible for the effective management of transportation services within the OSCE Mission to Moldova. This role involves overseeing the daily operations related to the vehicle fleet, ensuring that all vehicles are maintained in optimal condition, and coordinating the schedules of mission drivers. The incumbent will also play a crucial role in ensuring compliance with internal policies and local traffic regulations, while providing training and support to drivers. The position requires a proactive approach to problem-solving and the ability to manage multiple tasks efficiently. The successful candidate will be expected to maintain accurate records of vehicle usage and maintenance, as well as assist in budget preparation related to transportation services. This role is vital for ensuring that the mission can effectively carry out its operations and support its personnel in a safe and timely manner.

Duties and Responsibilities:
The Transportation Services Manager will have a comprehensive set of responsibilities, including but not limited to: managing the day-to-day maintenance of the vehicle fleet, which includes checking essential vehicle components such as oil, water, battery, brakes, and tyres; ensuring timely refueling and arranging for necessary repairs; preparing vehicles for use and managing seasonal changes; ensuring that vehicles are equipped with necessary accessories and maintaining accurate vehicle records; driving OSCE vehicles to transport the Head of Mission and ensuring their safety; implementing and ensuring compliance with OSCE policies and Moldovan traffic rules; conducting driving assessments and providing training to staff; managing the registration and de-registration of OSCE vehicles and private cars of international staff; updating vehicle insurance and managing electronic fleet management tools; monitoring vehicle usage and maintenance costs; optimizing expenses in consultation with the NPMMO and CFA; and supporting budget preparation related to vehicle maintenance and repairs.

Required Qualifications:
Candidates must possess completed secondary education, supplemented by training in mechanics. A valid driving license with a minimum category of BC is required, and specialized training in car pool management would be considered an asset. A minimum of four years of experience in transportation and team leadership within a national or international organization is essential, along with skills in minor vehicle repair and maintenance. Experience driving 4x4 vehicles and familiarity with both manual and automatic transmissions is necessary. Candidates should also be computer literate, with practical experience in MS Windows applications. A good working knowledge of English is required, along with proficiency in Russian and Romanian. Candidates must demonstrate gender awareness and sensitivity, and the ability to work effectively in a diverse team environment.

Educational Background:
The position requires a high school diploma or equivalent (GED). Additional training in mechanics or vehicle management is highly desirable, as it will enhance the candidate's ability to perform the duties associated with the role effectively. Specialized training in areas such as fleet management or vehicle maintenance would be beneficial and could set candidates apart in the selection process.

Experience:
The ideal candidate should have a minimum of four years of relevant experience in transportation management, particularly in a leadership role within a national or international organization. This experience should include practical skills in vehicle maintenance and repair, as well as a proven track record of managing a team of drivers. Familiarity with the operational requirements of international missions or organizations will be advantageous.

Languages:
A good working knowledge of English is mandatory for this position, as it is the primary language of communication within the OSCE. Additionally, proficiency in Russian and Romanian is required, as these languages are commonly used in Moldova and will facilitate effective communication with local staff and stakeholders. Knowledge of other languages may be considered an asset but is not mandatory.

Additional Notes:
This position is classified as a short-term/temporary contract with a monthly remuneration of EUR 660.33, subject to social security deductions. OSCE salaries are exempt from taxation in Moldova, and social benefits include participation in the Cigna medical insurance scheme. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience. The OSCE retains the discretion to re-advertise the vacancy, cancel recruitment, or offer appointments at different grades or with modified job descriptions. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that appointments are subject to medical clearance.
