Job Overview: The Procurement Analyst plays a crucial role in managing administrative and logistics services, procurement processes, and ensuring the effectiveness, transparency, and integrity of these transactions. Under the guidance of the Programme Specialist and the Head of the Procurement and Operational Support Unit (POSU), the Procurement Analyst is responsible for analyzing financial rules and regulations, providing solutions to complex procurement issues, and promoting a client-focused approach within the Unit. This position requires close collaboration with operations, programme, and development project teams within the Country Office (CO) and UNDP HQ staff to resolve procurement-related challenges, promote innovative ideas, and deliver essential information. The Procurement Analyst is expected to implement operational strategies that ensure compliance with UNDP rules and regulations, while also contributing to the development of procurement strategies and contract management processes.
Duties and Responsibilities: The Procurement Analyst's specific duties and responsibilities include ensuring full compliance of procurement, administrative, and logistic activities with UNDP rules and regulations. This involves implementing effective internal controls, analyzing parameters to support a client-oriented procurement management system, and providing researched information for contract strategy formulation. The Analyst will organize procurement processes, prepare procurement plans, and monitor their implementation. They will also conduct procurement processes on behalf of projects, including preparing and conducting ICs, RFQs, ITBs, or RFPs, and evaluating bids and proposals. Additionally, the Analyst will monitor supplier performance, coordinate shipment and delivery of supplies, and ensure customs clearance. The role also includes maintaining communication platforms with vendors, developing supplier rosters, and ensuring that UN values are integrated into procurement processes. The Analyst will participate in training for operations/projects staff and contribute to knowledge networks and communities of practice.
Required Qualifications: Candidates must possess an advanced university degree (Master’s Degree or equivalent) in Business Administration, Public Administration, Finance, Economics, Engineering, or a related field. Alternatively, a first-level university degree (Bachelor’s Degree) in the aforementioned areas, combined with two additional years of qualifying experience, will be considered in lieu of a Master’s degree. Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have a minimum of two years of relevant professional experience in procurement management at the national or international level. Proficiency in computer usage and office software packages, particularly MS Word and Excel, is essential, along with advanced knowledge of spreadsheet and database management.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s Degree or equivalent) in relevant fields such as Business Administration, Public Administration, Finance, Economics, or Engineering. A first-level university degree (Bachelor’s Degree) in these areas, along with two years of additional qualifying experience, will also be accepted. This educational foundation is crucial for understanding the complexities of procurement management and administrative processes within the UNDP framework.
Experience: The level of experience required for this position varies based on educational qualifications. Applicants with a Master’s degree (or equivalent) are not required to have prior professional work experience. However, those with a Bachelor’s degree (or equivalent) must have at least two years of relevant professional experience in procurement management, either at the national or international level. Experience in public procurement principles, project management, and coordination with government agencies and stakeholders is highly valued.
Languages: Fluency in English, Romanian, and Russian is mandatory for this position. Additionally, working knowledge of one or more languages relevant to Moldova, such as Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, is considered an asset.
