Job Overview: The Data Management Officer will play a crucial role in the implementation and maintenance of the Protection data management system, contributing to the Regional Refugee Response Plan activities and the IOM crisis response plan in Moldova. This position requires a proactive approach to managing data collection processes and ensuring data quality control for various programmatic purposes. The officer will act as the focal point for managing data collection tools, particularly KOBO, and will ensure that all data collected by the Protection Team and Implementing Partners is centralized, cleaned, and up-to-date for reporting purposes. The role also involves close collaboration with the Protection Coordinator and Program Support Unit to analyze data on program indicators and present findings in user-friendly formats, utilizing advanced data visualization technologies. The officer will be expected to undertake duty travel as necessary and perform other assigned duties, making this a dynamic and impactful position within the organization.
Duties and Responsibilities:
Contribute to the implementation and maintenance of the Protection data management system, ensuring alignment with the Regional Refugee Response Plan and IOM crisis response plan.
Manage and maintain multiple data collection processes and reporting mechanisms, ensuring data quality control for 5W inputs/outputs.
Act as the focal point for data collection tools, particularly KOBO, ensuring data is centralized and up-to-date.
Provide capacity building and coaching to enumerators on data collection and management.
Collect, compile, and analyze data on program indicators in collaboration with the Protection Coordinator and Program Support Unit.
Present data findings in user-friendly formats, including reports and maps, using the latest data visualization technologies.
Collaborate with the MiMOSA Focal Point to ensure compliance with IOM’s data protection principles.
Undertake duty travel as necessary and perform other duties as assigned.
Required Qualifications:
School diploma from an accredited educational institution with 5 years of relevant experience, or a Bachelor’s Degree in Statistics, Political Sciences, or a related field from an accredited institution with 2 years of relevant professional experience.
Demonstrated skills in MS Office applications and inDesign, as well as database management and/or statistical software packages such as SPSS or STATA.
Proven experience in developing and monitoring data collection methodologies.
Ability to translate data into technical briefs for data capture and analysis, as well as donor briefings.
Proven ability to manipulate data using standard tabulation and statistical software packages (PowerBI, R, SPSS, Atlas, Nvivo, Stata, etc.).
Experience with mobile data collection platforms such as KOBO Toolbox and ODK.
Excellent organizational skills and the ability to produce quality work accurately and concisely according to deadlines.
Ability to work effectively in a diverse team environment.
Educational Background: Candidates must possess either a school diploma from an accredited educational institution with a minimum of 5 years of relevant experience or a Bachelor’s Degree in Statistics, Political Sciences, or a related field from an accredited academic institution, accompanied by at least 2 years of relevant professional experience. This educational background is essential to ensure that the candidate has the necessary analytical and statistical skills required for the role.
Experience: The position requires a demonstrated level of experience in data management and analysis. Candidates should have at least 2 years of relevant professional experience if they hold a Bachelor’s Degree, or 5 years of relevant experience if they possess only a school diploma. Experience should include proficiency in statistical software packages, data collection methodologies, and the ability to handle confidential data. Additionally, experience in a multicultural environment is preferred, as the role involves collaboration with diverse teams.
Languages: Fluency in English and Romanian is required for all applicants, both oral and written. A working knowledge of Russian is desirable, as it may enhance communication with various stakeholders and contribute to the effectiveness of the role.
Additional Notes: This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Moldova will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, and compliance with government regulations. Vaccination against COVID-19 is required for IOM personnel. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
