Job Description
Job Posting Organization:
The OSCE Mission to Moldova is a part of the Organization for security" style="border-bottom: 1px dotted #007bff !important;">Security and Co-operation in Europe (OSCE), which was established to promote peace, stability, and democracy in the region. The OSCE operates in various countries and has a mission to foster cooperation among its participating states. The organization is committed to addressing security challenges and enhancing human rights and fundamental freedoms. The OSCE Mission to Moldova specifically focuses on supporting the country in its efforts to achieve sustainable development and stability. The mission employs approximately 60 staff members and operates under the guidance of the Chief of the Fund Administration Unit, ensuring effective human resources management and administration.

Job Overview:
The Human Resources Officer will play a crucial role in managing human resources administration, recruitment, and training-related matters for all mission members within the OSCE Mission to Moldova. The incumbent will be responsible for advising mission members on the application of OSCE Staff Regulations and Rules, ensuring compliance and consistency in their implementation. The position requires coordination with the Department of Human Resources in the Secretariat and involves supervising administrative staff, managing HR data entry, and overseeing personnel files. The officer will also be tasked with preparing and updating job descriptions, coordinating recruitment processes, and ensuring adherence to principles of non-discrimination and gender equality. Additionally, the officer will prepare the Mission's annual learning and development plan, supervise training schedules, and manage the induction program for new staff members. This role is essential for maintaining a well-functioning HR system that supports the mission's objectives and enhances the capacity of its personnel.

Duties and Responsibilities:
The duties and responsibilities of the Human Resources Officer include:
  • Advising mission members on the interpretation and application of OSCE Staff Regulations and Rules.
  • Supervising the Administrative Assistant and Archives/Records Assistant.
  • Managing HR data entry and administration of contracts, including Special Service Agreements (SSAs).
  • Maintaining leave and overtime records as well as personnel files.
  • Briefing new employees on terms and conditions of appointment.
  • Reviewing payroll data and verifying overtime records for payroll processing.
  • Initiating Talent Management, Probationary Period, and Step increment Reports.
  • Certifying Provident Fund enrolment and changes for national staff.
  • Ensuring adherence to end-of-service clearance procedures for departing staff. 1
  • Analyzing HR issues and proposing solutions, including capacity-building actions. 1
  • Preparing or updating the Post Table and creating the Mission’s staffing costs. 1
  • Coordinating recruitment for international and national posts, ensuring timely filing of vacancies. 1
  • Assisting in drafting vacancy notices and establishing a system for screening applications. 1
  • Attending interviews as an ex-officio member of the selection board. 1
  • Compiling interview board reports and liaising with the DHR/Secretariat on recruitment actions. 1
  • Preparing the Mission’s annual learning and development plan and supervising training implementation. 1
  • Managing the Mission’s induction program for new staff members. 1
  • Performing other duties as required by the Chief of the Fund Administration Unit.

Required Qualifications:
The required qualifications for the Human Resources Officer position include:
  • Secondary education supplemented by formal training in Human Resources Management, Public or Business Administration, or a related field.
  • A minimum of six years of professional experience in human resources, preferably with an international organization.
  • Previous experience in supervising staff or in people management.
  • Established experience in personnel administration, job and organizational design, recruitment, and training.
  • Proficiency in Microsoft software packages and knowledge of an ERP system.
  • Experience in HR quality assurance is considered an asset.
  • Ability to work effectively with individuals from diverse nationalities, religious, and cultural backgrounds.
  • Excellent written and verbal communication skills in English, Romanian, and Russian.

Educational Background:
The educational background required for the Human Resources Officer position includes a High School Diploma or equivalent (GED) as a minimum requirement. Additional formal training in Human Resources Management, Public or Business Administration, or a related field is highly desirable and will enhance the candidate's qualifications for the role.

Experience:
Candidates applying for the Human Resources Officer position should possess a minimum of six years of professional experience in the field of human resources. This experience should preferably be with an international organization, where the candidate has gained exposure to various HR functions such as personnel administration, recruitment, and training. Previous supervisory experience or experience in people management is also essential, as the role involves overseeing administrative staff and ensuring effective HR practices within the mission.

Languages:
The mandatory languages for the Human Resources Officer position are English, Romanian, and Russian. Candidates must demonstrate excellent written and verbal communication skills in these languages to effectively interact with mission members and stakeholders. Proficiency in additional languages may be considered an asset but is not required for this position.

Additional Notes:
The position is a fixed-term contract at the General Services level (G6) with a full-time schedule. The monthly remuneration is EUR 935.16, subject to social security deductions, and OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the applicable OSCE salary scale, with the possibility of an initial appointment at up to Step 3 in exceptional cases. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that OSCE appointments are subject to medical clearance.
