In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. Job Overview:
The consultant will work closely with the National Employment Agency (NEA), Territorial Employment Offices (TEOs), local social services, and other relevant institutions to enhance their knowledge, skills, and practices related to gender-disaggregated data collection, monitoring, and analysis. The primary objective is to provide integrated capacity building for these stakeholders to strengthen their ability to deliver inclusive, data-driven, gender-sensitive, and family-friendly employment services. The consultant will conduct training sessions on data collection techniques, focusing on statistical methods and tools to design effective, evidence-based policies for diverse demographic groups. The role also involves engaging with institutions and stakeholders to ensure that the final capacity building report reflects comprehensive input and insights from the training sessions.

Duties and Responsibilities:
The consultant will be responsible for the following tasks:
  • Provision of capacity building on data collection and monitoring, including analyzing data collected by NEA/TEOs and identifying training needs.
  • Conducting training sessions for NEA/TEOs, social services, and other stakeholders on data collection and monitoring, developing training concepts, agendas, materials, and tools.
  • Developing recommendations for establishing a sustainable and integrated data collection framework focusing on women's employment.
  • Engaging with key resources and stakeholders to enhance the methodology for data collection and monitoring.
  • Preparing reports and deliverables in English and Romanian, ensuring they meet the needs of the Ministry of Labour and Social Protection, NEA, and UN Women.
  • Coordinating with UN Women for all travel and activities related to the assignment.

Required Qualifications:
The position requires a Bachelor’s or Master’s degree in Sociology, Data Analysis, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Candidates must have a minimum of 5 years of demonstrated experience in conducting qualitative and quantitative data collection and research, along with at least 3 years of experience in capacity building, training, or advisory work related to data, gender equality, social inclusion, and/or employment. Documented examples of gender-disaggregated data analysis and advanced knowledge of data analysis tools and statistical applications are essential. Experience working with government institutions, UN agencies, and civil society organizations in Moldova is an asset, as is experience working with NEET, women with children, and persons with disabilities.

Educational Background:
Candidates must possess a Bachelor’s or Master’s degree in Sociology, Data Analysis, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. This educational background is crucial for understanding the complexities of data analysis and gender issues.

Experience:
The consultant should have a minimum of 5 years of experience in conducting both qualitative and quantitative data collection and research. Additionally, at least 3 years of experience in capacity building, training, or advisory work related to data, gender equality, social inclusion, and/or employment is required. Experience working with government institutions, UN agencies, and civil society organizations in Moldova is considered an asset, particularly if it involves working with NEET individuals, women with children, and persons with disabilities.

Languages:
Fluency in Romanian and English is required for this position. The ability to communicate effectively in both languages is essential for conducting training sessions and preparing reports and deliverables.

Additional Notes:
The assignment is expected to last up to 7 months, with a possibility of extension based on satisfactory performance and the needs expressed by national counterparts. The start date is envisaged for November 2025, with completion by May 2026, unless extended by UN Women. The consultant will be required to travel to eight regions to build awareness, collect data, and ensure smooth information flow. Payments will be made following certification by UN Women that the services related to each deliverable have been satisfactorily completed. The consultant's performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
