Job Overview:
The Project Analyst on Digital Governance in Agriculture will play a crucial role in supporting the implementation of a project aimed at promoting rural agriculture development and quality employment for vulnerable populations in Moldova. This position focuses on coordinating activities related to agricultural governance and modernization through digital transformation. The Analyst will work closely with the Project Manager and various specialists to enhance institutional capacities for transparent and effective agricultural service delivery. The role involves engaging with farmers, producer associations, and local stakeholders to ensure that digital solutions are inclusive and accessible to all rural populations, including smallholders, women, and youth. The Analyst will be responsible for ensuring that all activities under the project are delivered on time, within budget, and in compliance with UNDP policies and procedures, while also contributing to the development of policies and frameworks that support agricultural service delivery and digital transformation.

Duties and Responsibilities:
The Analyst will coordinate the implementation of Outcome 2, which focuses on agricultural governance and digitalization. Key responsibilities include planning, organizing, and monitoring day-to-day activities, ensuring alignment with project objectives, and liaising with partners and service providers. The Analyst will provide technical inputs for project planning and reporting, ensuring that interventions are inclusive and user-centric. Additionally, the Analyst will contribute to policy development, facilitate consultations with stakeholders, and support capacity building for the Ministry of Agriculture and Food Industry (MAFI) and the Agency for Intervention and Payments in Agriculture (AIPA). The role also involves organizing workshops and training sessions, preparing progress reports, and maintaining documentation to monitor implementation progress.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as Agriculture, Rural Development, Economics, Public Administration, Law, or Political Science. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of qualifying experience will be considered. Applicants with a master’s degree are not required to have prior professional experience, while those with a bachelor’s degree must have at least two years of progressively responsible experience in related fields. Desired skills include experience in project coordination, collaboration with agricultural producers, strong analytical and communication skills, and proficiency in digital tools for project management.

Educational Background:
An advanced university degree (master’s degree or equivalent) in Agriculture, Rural Development, Economics, Public Administration, Law, Political Science, or a related field is required. A first-level university degree (bachelor’s degree) in these areas, combined with two years of relevant experience, will also be considered. Additional training or certification in project management, agricultural policy, public administration, or digital governance is advantageous.

Experience:
The position requires a minimum of two years of progressively responsible experience for candidates with a bachelor’s degree. Those with a master’s degree are not required to have prior work experience. Relevant experience includes assignments related to agricultural policy, governance, rural development, public administration, or project implementation. Proven experience in coordinating projects in agriculture or rural development, as well as familiarity with Moldova’s agricultural governance framework and EU accession processes, is highly desirable.

Languages:
Fluency in English and Romanian is required. Knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset.
