Job Overview: The Project Associate position is crucial for the efficient administration and implementation of projects aimed at addressing climate change and promoting sustainable development in Moldova. The incumbent will work closely with the project team and under the supervision of the Programme Manager to ensure that project objectives are met effectively and efficiently. The role involves a variety of administrative, logistical, financial, and operational tasks that are essential for the successful delivery of project activities. The Project Associate will be responsible for supporting project managers in planning, monitoring, and reporting on project progress, ensuring compliance with UNDP rules and regulations, and facilitating communication and coordination among project stakeholders. This position requires a proactive approach to problem-solving and a commitment to continuous learning and improvement in project management practices.
Duties and Responsibilities: The Project Associate will undertake a wide range of duties and responsibilities, including but not limited to: assisting in the efficient delivery of project activities, managing administrative and logistical tasks, supporting procurement processes, maintaining project documentation, and ensuring compliance with financial regulations. Specific responsibilities include:
Administrative Support: Undertake administrative, logistical, travel, procurement, financial, and asset management tasks in compliance with UNDP policies.
Project Implementation: Assist in the preparation of work plans, operation plans, and procurement plans; support quality control of project activities; and maintain an appropriate filing system.
Financial Management: Assist in drafting project progress reports with financial data, monitor project expenditures, and ensure timely submission of financial reports.
Operations Support: Ensure compliance with UNDP procurement rules, organize procurement processes, and provide logistical support for project events.
Knowledge Sharing: Participate in training and capacity-building activities, support the dissemination of project knowledge, and contribute to knowledge networks.
Other Duties: Perform any other duties as required for the efficient functioning of the project and the organization.
Required Qualifications: The position requires a strong set of qualifications, including:
Education: Secondary Education is required; a University Degree in Economics, Finance, Accounting, Law, Public Administration, or a related field is preferred.
Experience: A minimum of 7 years of experience in administrative work, accounting/finance, or development assistance with Secondary Education, or 4 years with a University Degree.
Skills: Proficiency in computer applications and office software (MS Word, Excel), experience with web-based management systems, and effective logistical support skills.
Desired Skills: Experience in project or financial administration, and proven experience with Government, International Donors, UNDP, or other UN Agencies is an asset.
Educational Background: The educational background required for this position includes a minimum of Secondary Education. However, candidates with a University Degree in relevant fields such as Economics, Finance, Accounting, Law, or Public Administration will be given preference. This educational foundation is essential for understanding the complexities of project management, financial regulations, and administrative processes within the context of UNDP's operations.
Experience: Candidates must possess a significant level of experience, specifically a minimum of 7 years in administrative roles, accounting, finance, or development assistance if they hold a Secondary Education. Alternatively, candidates with a University Degree are required to have at least 4 years of relevant experience. This experience should ideally include work in administrative support, financial management, and project implementation within development organizations or similar environments.
Languages: Fluency in English, Romanian, and Russian is mandatory for this position. Additionally, knowledge of one or more minority languages relevant to Moldova, such as Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset. Proficiency in these languages is important for effective communication with diverse stakeholders and for ensuring inclusivity in project activities.
Additional Notes: This position is full-time and may involve working with international partners and stakeholders. The role is based in Chisinau, Moldova, and may require occasional travel within the country for project-related activities.
