Job Overview: The consultant will play a crucial role in supporting the National Specialist Consultants on EU Accession, Gender Mainstreaming, and Policy Alignment. This position involves working closely with central and local authorities to identify priorities for gender mainstreaming within EU accession clusters and chapters. The consultant will contribute to the implementation of various strategic priorities set by UN Women Moldova, focusing on enhancing women's participation in the labor market and aligning national policies with EU directives on gender equality. The role requires a deep understanding of the EU integration process and the ability to engage effectively with government stakeholders to ensure that gender considerations are integrated into all relevant negotiation chapters and legislative frameworks.
Duties and Responsibilities: The consultant's responsibilities include coordinating gender mainstreaming efforts within the EU accession process, engaging with the Parliament and line ministries to identify gender priorities, providing inputs for the EU Enlargement Package and national progress reports, advising on legal and policy alignment with EU gender equality directives, supporting the integration of gender considerations into negotiation chapters, and developing tools for gender mainstreaming in key ministries. Additionally, the consultant will draft policy briefs, conduct gap analyses, and design training initiatives on gender equality for various stakeholders, including civil servants and local authorities. The tasks may evolve based on specific service requests from UN Women Moldova during the contract period.
Required Qualifications: Candidates must possess a Master's degree or equivalent in relevant fields such as Law, Public Policy, International Relations, Gender Studies, or related disciplines. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires at least one year of relevant work experience in governance, public administration, or related fields, as well as proven experience in providing technical support for drafting national legislation. Experience in human rights, gender equality, and the EU accession process will be considered advantageous.
Educational Background: A Master's degree or equivalent in Law, Public Policy, International Relations, Gender Studies, Social Sciences, Data Governance, Economics, or a related field is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. This educational background is essential for understanding the complexities of gender mainstreaming and policy alignment within the context of EU integration.
Experience: The consultant should have at least one year of relevant work experience in governance, public administration, or civil service. Experience in providing technical support for legislative drafting and knowledge of gender equality frameworks and commitments in Moldova is essential. Previous experience with EU institutions regarding Moldova's accession process will be considered an asset, as will familiarity with EU acquis frameworks and experience with UN Women or other UN agencies.
Languages: Fluency in English and Romanian is required for this position. Knowledge of any other UN official language would be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and contribute to international dialogues on gender equality.
Additional Notes: This consultancy is home-based, and no travel is anticipated as part of the assignment. Payment will be made based on the services performed, with full payment contingent upon certification by UN Women that the services have been satisfactorily completed. The consultant acknowledges that acceptance of the contract does not guarantee a minimum fee.
