Job Overview: The position of National Contractor for Technology Needs Assessment (TNA) is focused on supporting and facilitating the TNA process specifically related to climate change adaptation in the agriculture sector. The contractor will work under the direct supervision of the TNA Coordinator and will be responsible for providing technical services for assessing technology needs in the Philippines. The role involves identifying and prioritizing technologies that align with the National Adaptation Plan (NAP) of the Philippines, particularly in areas such as security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, water-efficient agriculture, and climate-resilient crop varieties. The contractor will produce several key outputs, including a portfolio of prioritized technologies, a TNA report, a Barrier Analysis and Enabling Framework (BAEF) report, and a Technology Action Plan (TAP) report. The contractor will also engage in stakeholder consultations, workshops, and field visits to ensure comprehensive input and validation of the findings. This position is part-time and expected to last for 15 months, with a focus on collaboration with various national agencies and stakeholders to ensure alignment with national adaptation priorities.
Duties and Responsibilities: The contractor will have a comprehensive set of duties and responsibilities, including:
Organizing consultative stakeholder meetings and workshops for TNA validation, BAEF validation, and TAP validation.
Ensuring regular coordination with the Philippine Government’s Technical Working Group on Adaptation to align TNA activities with national adaptation priorities.
Identifying and prioritizing technologies for climate change adaptation in the agriculture sector through a participatory process involving relevant stakeholders.
Leading the analysis of how prioritized technologies can be implemented in the country and addressing barriers to implementation.
Preparing and finalizing the TNA, BAEF, and TAP reports, incorporating stakeholder inputs.
Developing working papers and other TNA-related documents to facilitate the consultative process.
Specifying validation workflows and documenting stakeholder feedback integration.
Providing additional inputs as required by the TNA Coordinator and other relevant parties. The contractor will utilize best practices and methodologies provided by the UNEP Copenhagen Climate Centre and other approved sources.
Required Qualifications: The ideal candidate should possess a postgraduate degree in agriculture, climate science, agronomy, or other climate-related fields. Expertise in climate adaptation, particularly in the agriculture sector, is essential. The contractor should have at least 5 years of work experience in the agriculture sector or related fields, with practical experience in climate change adaptation. A strong understanding of the Philippines context is crucial, along with experience in research analysis and project management. Candidates with at least 7 years of relevant work experience and a Bachelor's degree will also be considered. Experience in a national climate agency or related organization is desirable.
Educational Background: Candidates must have at least a postgraduate degree in relevant fields such as agriculture, climate science, agronomy, or other climate-related disciplines. This educational background is essential to ensure that the contractor has the necessary knowledge and skills to effectively assess technology needs and contribute to climate change adaptation efforts in the agriculture sector.
