Job Overview: The position of National Contractor for Technology Needs Assessment (TNA) is crucial for supporting and facilitating the TNA process in the Philippines. The contractor will work under the direct supervision of the TNA Coordinator and will be responsible for executing activities related to climate change mitigation across various sectors, including energy, transport, waste, industrial processes and products use (IPPU), and agriculture. The contractor's primary functions will include assessing technology needs, compiling reports, and engaging with stakeholders to identify and prioritize appropriate technologies for climate change mitigation. The outputs expected from this role include a comprehensive portfolio of technologies, a detailed TNA report, a Barrier Analysis and Enabling Framework (BAEF) report, and a Technology Action Plan (TAP) report. The contractor will also ensure that the analysis is gender-responsive and socially inclusive, aligning with the Philippines’ NDC Gender Action Plan. This role requires a collaborative approach, working closely with national teams and stakeholders to ensure the successful implementation of the TNA process and the integration of findings into national climate strategies.
Duties and Responsibilities: The contractor will have a wide range of duties and responsibilities, including:
Organizing consultative stakeholder meetings and workshops for TNA validation, BAEF validation, and TAP validation.
Identifying and prioritizing technologies for the energy, transport, waste, agriculture, and industrial processes and products use (IPPU) sectors through a participatory process involving relevant stakeholders.
Facilitating the establishment of sectorial working groups and identifying institutions for data support.
Collecting, analyzing, and synthesizing information to prepare technology fact sheets for the sectors.
Leading discussions with stakeholder groups on how to implement prioritized technologies and improve implementation circumstances by addressing barriers.
Preparing and finalizing the TNA, BAEF, and TAP reports, ensuring stakeholder inputs are included.
Specifying validation workflows and documenting stakeholder feedback integration.
Providing additional inputs relevant to the TNA process as requested by the TNA Coordinator and UNEP-CCC.
Utilizing best practices, guidelines, methodologies, and technical guidance available through UNEP-CCC and other approved sources. 1
Conducting field visits and participating in training and capacity-building workshops as part of the activities.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
A postgraduate degree in environmental science, engineering, climate science, or other climate-related fields.
Expertise in climate mitigation, particularly in the energy, transport, waste, agriculture, forestry, and industrial processes and products use (IPPU) sectors.
A minimum of 5 years of work experience in relevant sectors or related fields, demonstrating applied experience in climate mitigation.
A strong understanding of the Philippines context regarding climate change and technology needs.
Proven experience in identifying and evaluating technologies that reduce greenhouse gas (GHG) emissions.
At least 5 years of practical experience in research analysis and project management, or at least 7 years of relevant work experience with a Bachelor's degree.
Experience in a national climate agency or related organization is desirable.
Educational Background: Candidates must have at least a postgraduate degree in fields related to environmental science, engineering, climate science, or other climate-related disciplines. This educational background is essential to ensure that the contractor has the necessary knowledge and skills to effectively assess technology needs and contribute to climate change mitigation efforts in the Philippines.
Experience: The position requires a minimum of 5 years of relevant work experience in sectors such as energy, transport, waste, agriculture, forestry, and industrial processes and products use (IPPU). Candidates should have a strong background in climate mitigation and demonstrated experience in project management and research analysis. Additionally, at least 7 years of relevant work experience is acceptable if the candidate holds a Bachelor's degree. Experience working with national climate agencies or related organizations is considered an asset, as it provides valuable insights into the local context and challenges.
Languages: Fluency in written and spoken English is mandatory for this position. This proficiency is essential for effective communication with stakeholders, preparation of reports, and participation in workshops and meetings. Knowledge of additional languages may be beneficial but is not explicitly required for this role.
Additional Notes: The position is part-time and expected to last for 15 months. The contractor will be required to engage in international travel for capacity-building workshops, which will be covered by the hiring entity. However, project-related domestic travel is limited and will not be covered.
