Job Overview: The position of Expert.e en adaptation au changement climatique et Nexus involves producing a validated chapter on adaptation and nexus for Niger's NDC 3.
This role requires integrating findings from the previous NDC 2.0 assessment conducted by GIZ, conducting in-depth sectoral analyses, and evaluating institutional and technical capacities. The expert will work closely with various stakeholders to ensure that adaptation objectives are effectively incorporated into the national climate strategy. The position is part-time and spans five months, focusing on enhancing Niger's resilience to climate change while addressing cross-cutting themes such as climate, peace, security" style="border-bottom: 1px dotted #007bff !important;">security, migration, health, gender, and waste management. The expert will coordinate technical development, ensure overall coherence, and contribute to the drafting of the NDC 3.0 report, aligning it with international reporting requirements and national priorities.
Duties and Responsibilities: The expert will be responsible for defining new quantitative and qualitative adaptation and nexus targets within the framework of NDC 3.
Key responsibilities include:
Conducting a thorough review of recent climate risk assessments and existing strategic documents to ensure coherence and avoid duplication.
Critically analyzing sectoral actions taken between 2021 and 2025 to identify progress and persistent gaps in adaptation efforts.
Identifying specific vulnerabilities and gaps in adaptive capacities across key sectors such as agriculture, water, health, infrastructure, waste, and energy.
Developing and validating concrete sectoral adaptation objectives that enhance resilience to climate impacts and generate co-benefits for sustainable development and poverty reduction.
Mobilizing stakeholders and coordinating closely with national authorities, civil society, and private sector actors to ensure ownership of proposed objectives and measures.
Analyzing the interplay between climate change and peace/security risks, migration, health, and gender issues, and integrating these insights into the NDC 3.
Preparing analytical reports and policy notes that outline actionable recommendations for integrating nexus considerations into the national climate strategy.
Required Qualifications: Candidates must possess a postgraduate degree (at least a Master's or equivalent) in social sciences, economics, political science, intersectoral convergence, engineering, or environmental studies, with proven expertise in climate change or environmental sciences. A minimum of 12 years of practical experience in climate change adaptation and cross-cutting climate themes is required, including policy design, implementation, and evaluation at national and subnational levels. For Master's degree holders, a minimum of 7 years of experience is necessary. Direct experience in climate change adaptation in Niger, with a strong understanding of national policies, institutional structures, and local climate risks, is essential. Demonstrated experience in conducting adaptation progress assessments, vulnerability analyses, or reviews of policies related to NDCs or National Adaptation Plans (NAPs) is also required. Proven expertise in stakeholder mobilization, workshop facilitation, consultations, and technical report writing, preferably in Africa, is necessary. Experience in analyzing financial flows for adaptation or developing monitoring and evaluation frameworks for adaptation is an advantage.
Educational Background: A postgraduate degree (Master's or equivalent) in relevant fields such as social sciences, economics, political science, intersectoral convergence, engineering, or environmental studies is required. The educational background should reflect a strong foundation in climate change issues and environmental sciences, equipping the candidate with the necessary knowledge to address complex climate-related challenges.
Experience: The position requires at least 12 years of practical experience in climate change adaptation and related cross-cutting themes. This includes experience in policy design, implementation, and evaluation at both national and subnational levels. For candidates with a Master's degree, a minimum of 7 years of relevant experience is required. Direct experience in climate change adaptation in Niger is crucial, along with a comprehensive understanding of national policies and local climate risks. The candidate should also have experience in conducting assessments of adaptation actions and vulnerability analyses.
Languages: Fluency in written and spoken French is mandatory. Knowledge of Arabic and English is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to international discussions on climate change adaptation.
