Job Overview: The Deputy LogisticsCoordinator plays a crucial role in supporting the Logistics Coordinator by overseeing logistics operations across the mission. This position is essential for capitalizing on and streamlining information related to procurement and logistics processes. The Deputy Logistics Coordinator is responsible for supervising and building the capacity of logistics staff to ensure that procedures are consistently applied. In the absence of the Logistics Coordinator, the Deputy assumes full responsibility for leading and managing logistics activities, ensuring operational continuity. This role requires a strong understanding of logistics management, including fleet management, stock management, asset management, and IT support. The Deputy Logistics Coordinator will also be involved in reporting and capitalization, analyzing logistics reports, and supporting proposal development and donor reporting. The position demands a proactive approach to problem-solving and the ability to adapt to complex and fast-changing environments, ensuring that logistics operations align with the organization's humanitarian objectives.
Duties and Responsibilities: The Deputy Logistics Coordinator has a comprehensive set of duties and responsibilities, including:
Vehicle Fleet Management: Participate in sizing and optimizing the fleet, planning and executing maintenance and repair tasks, defining vehicle tool kit contents, compiling monthly fuel consumption data, implementing supply strategies for fuel and spare parts, and managing vehicle documents.
Stock Management: Support emergency stock sizing and contingency planning, ensure compliance with storage procedures, oversee monthly inventories, and propose material reallocations.
Assets Management: Define equipment replenishment strategies, ensure all equipment is assigned a logistics code, and oversee periodic physical asset inventories.
Premises Management: Review lease agreements, support field teams in assessing premises, and supervise guesthouse and office standards.
Computer Equipment Management and IT: Implement data backup strategies, build staff capacity on data storage practices, and ensure IT infrastructure meets SI standards.
Reporting/Capitalization: Analyze monthly logistics reports, support proposal development, monitor partner compliance, and participate in coordination meetings.
Human Resource Management: Conduct logistics briefings for new joiners, supervise direct reports, and organize team meetings.
Required Qualifications: The position requires a Bachelor's degree in Business Administration, Logistics, Supply Chain Management, or a related field. Candidates should have a minimum of 5 years of experience in the humanitarian sector, preferably with international NGOs, and at least 3 years in a logistics management role with increasing responsibilities. Technical skills required include extensive experience in managing humanitarian logistics operations, familiarity with LINK logistics software, and expertise in fleet operations, inventory control, asset management, IT support functions, procurement processes, and customs procedures for import/export operations. Transversal skills such as strong analytical and problem-solving capabilities, excellent planning and organizational skills, effective communication, proven leadership experience, and the ability to adapt in complex environments are also essential.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as Business Administration, Logistics, Supply Chain Management, or a related discipline. This educational background is crucial for understanding the complexities of logistics management and the operational requirements of humanitarian aid.
Experience: The ideal candidate should have a minimum of 5 years of experience in the humanitarian sector, with a strong preference for experience with international NGOs. Additionally, candidates should have at least 3 years of experience in a logistics management role, demonstrating increasing responsibilities and a proven track record in managing logistics operations effectively.
Languages: Fluency in Arabic and English is mandatory for this position. Proficiency in both languages is essential for effective communication within the organization and with external stakeholders, ensuring that logistics operations are conducted smoothly and efficiently.
Additional Notes: The position is a short-term contract with a duration of 6 months, starting on 01/10/2025, with the possibility of extension. The role is based in Damascus, Syria, and involves frequent travel to field offices. The monthly salary for this position is 2,070 USD, accompanied by a comprehensive benefits package.
